A recent series of security incidents involving a persistent female stalker has led Prince Harry, the Duke of Sussex, to request a new, urgent evaluation of his personal protection arrangements for future visits to the United Kingdom. This situation reignites the ongoing debate regarding the level of official police escort provided to the prince since he and his wife, Meghan Markle, stepped back from their royal duties in 2020. The incidents, which took place in London in September, highlighted the vulnerability of the Duke and his private security detail.

Stalker breaches security perimeter at London engagements

Undesirable and close approaches on two separate occasions in September, in central London, triggered a high-level alert among the Duke of Sussex’s protection team. In the first instance, an unnamed woman reportedly breached a restricted access area at a central London hotel just before Harry was due to attend the WellChild Awards.

Two days later, the same woman was detected once more near the prince, in the vicinity of a blast injury study center he was visiting. Security sources indicated that Harry’s private team had to intervene swiftly, without immediate support from police forces, to ensure the Duke’s safety. These events substantiate the prince’s claim that his current security arrangements are insufficient.

2024 judicial ruling and the loss of state escort

Prince Harry’s and his family’s security in the UK has been privately funded since the Duke and Duchess moved first to Canada and then to California, United States. This change occurred after the couple announced their decision in 2020 to cease working as senior members of the British Royal Family.

  • In 2020, the Royal and VIP Executive Committee (RAVEC) decided that publicly funded police protection would be withdrawn, to be assessed only on a ‘case-by-case’ basis for future visits.
  • The Duke launched a legal challenge against this decision, arguing that the threat level to his safety and his family remains exceedingly high.
  • In 2024, Harry lost legal appeals against the UK government, with courts upholding the revocation of automatic state protection.
  • The court deemed that the individualized assessment of risks per trip was neither irrational nor unfair.

The Duke’s reaction: Impossibility of returning with his family

Security concerns are a deeply personal issue for the Duke of Sussex, who has frequently voiced his fears for the safety of his wife and children in interviews. He has publicly held the press and paparazzi accountable for the fatal car crash involving his mother, Princess Diana, in 1997.

In his statements, the Duke has maintained that it is “impossible” to return to the UK with Meghan, Archie, and Lilibet under the current security conditions. The lack of guaranteed robust, official security is perceived by him as a major hurdle preventing the family from visiting his home country with regularity and peace of mind. The stalker’s history, including reports of her previously following the couple on international trips, such as to Nigeria, adds gravity to the current situation.

Monitoring of fixated individuals

The recent incident revealed that the woman involved was already on a list of fixated individuals monitored by the Duke’s private security detail. The fact that this person gained access to theoretically secured locations points to a potential lapse in intelligence and security coordination.

Harry’s private protection team conducts continuous threat assessments, including analyzing risk profiles and coordinating logistics for his travel. However, the cost and resource limitations of a private team, compared to state protection, are starkly exposed in high-risk situations like the one that unfolded in London. The Duke now seeks for the incidents to serve as proof that automatic protection is essential to safeguard his well-being and that of those around him.

Vulnerability and the role of private protection

Despite the efforts of private security, the stalker’s ability to approach on two separate occasions underscores the Prince’s vulnerability. The situation reportedly required non-police staff from his team to “body block” the individual to prevent contact, a risk that, according to close sources, generates “enormous guilt” in Harry for exposing his employees. The lack of armed police protection, which would have access to superior intelligence resources and security perimeters, is at the heart of the impasse.

Next steps and the pursuit of a fair agreement

Harry’s loss of legal challenges, particularly the rejection by the High Court and the Court of Appeal in 2024, leaves him in a precarious position, relying on discretionary measures, such as voluntary protection offers by Metropolitan Police officers during specific visits. The Duke continues to search for a way to secure a comprehensive and systematic risk assessment, regardless of his royal status, focused purely on the threat he faces.
