The Federal Police identified five people with outstanding arrest warrants who acted as service providers in the preparations for COP30, in Belém, Pará. The discovery occurred this Monday (10), during an integrated background check between security forces. The objective is to guarantee the regularity of everyone involved in the climate event scheduled for November 2025.
The operation analyzed 25,694 names of professionals, suppliers and workers. Of this total, 725 had some type of negative record in criminal or administrative databases.
Pending issues include everything from legal debts to previous convictions. The five cases with active warrants were immediately forwarded to event coordination.
Screening spans multiple sectors
The verification cross-referenced information from national and state databases. Construction, logistics and general services professionals went through a fine-toothed comb.

The data is passed on to the COP30 organization for the adoption of administrative and judicial measures.

Standard procedure for large events
The PF adopts the same protocol at international summits held in Brazil. Checking in advance avoids risks during the conference.
Integrated teams have been working since the beginning of works in the Hangar complex, where the main meetings will take place.
Partial operation results
The corporation reported that searches continue for new batches of contractors. To date, none of the five identified remain at the construction site.
The COP30 coordination removed the names from the accreditation lists and notified the contracting companies.
Measures adopted by coordination
The event organization reinforced hiring protocols. All outsourced companies must present updated negative certificates.
The PF maintains a direct channel with the executive committee for real-time updates on new registrations.
Integration between security forces
Federal police officers work together with the Public Security Secretariat of Pará. The model will replicate the one used at COP15 in 2009 and at Rio+20 in 2012.
The preventive action also covers international background checks for foreign delegations that are already starting credenciamento.
Public safety numbers at the event
More than 30 thousand people are expected to undergo screening by October 2025. The estimate includes permanent staff, temporary staff and volunteers.
The PF has already carried out 12 similar operations at major events since 2014, with an average of 98% approval in registrations.
The conference will bring together heads of state, delegations and thousands of participants between November 10 and 21, 2025. Belém receives federal investments of more than R$2 billion in infrastructure for the period.
Advances in background checks
The integrated system allows simultaneous consultation of 27 databases. Processing takes place within 48 hours after names are submitted.
Companies that fail to comply with the requirements automatically lose contracts with the federal government.
The PF has increased its staff in Belém exclusively for COP30 since January this year.
