One of the individuals considered most dangerous in the Brazilian criminal scene, Sidney Rodrigo Aparecido Piovesan, known as “El Cid”, was captured this Wednesday (4) by Polícia Militar of Ceará. Ele is named as one of the planners of an audacious scheme by Primeiro Comando of Capital (PCC), which aimed to kidnap and murder Senator Sergio Moro, as well as other public authorities.

The arrest took place in Eusébio, a city in the metropolitan region of Fortaleza, near a luxury condominium. El Cid had been on the run from justice since 2022, when he managed to escape from a penitentiary in the state of São Paulo.

The investigations also associate Piovesan with other serious crimes, including planning the executions of military police officers, large-scale drug trafficking and leadership within the criminal organization itself. The capture represents a serious blow to the PCC’s command structure.

At the time of his arrest, there were two active arrest warrants against him, both related to drug trafficking association and qualified homicide. Sua arrest ends a long search for one of the important links of the faction in Nordeste.

The governor stated that “one of the most dangerous criminals in the country, El Cid, head of the PCC cell, was arrested by our PM from Ceará. History of combating the PCC and transfers of leaders

Sergio Moro’s actions against organized crime, especially during his period as minister of Justiça and Segurança Pública, were marked by rigorous measures that directly impacted the PCC leadership. One of the most emblematic actions was the transfer of several heads of the faction to the federal penitentiary system, a strategic move to dismantle communication and internal command of criminal groups.

Among those transferred was Marco Willians Herbas Camacho, known as Marcola, considered the main leader of the PCC. In February 2019, Marcola was moved from the prison system at São Paulo to a federal penitentiary at Brasília. Meses later, he would be transferred again to a federal unit in Rondônia, before returning to the federal capital, in a maximum security rotation scheme.

In addition to Marcola, 21 other leaders and high-ranking members of the faction were relocated to federal prisons in the same operation. Essas transfers, carried out with the support of Forças Armadas planes from Presidente Prudente airport (SP), aimed to isolate these criminals, making it difficult for them to continue their criminal activities from within state prisons, where they were often able to maintain communication and command networks.

In the prison context, the implementation of maximum security regimes, such as the RDD (Regime Disciplinar Diferenciado), is crucial to isolate leaders and break their chains of command and external communication. Strict monitoring and interception of communications, within legal limits, are also important tools for anticipating and neutralizing threats.

In external combat, investment in police intelligence allows the identification and mapping of criminal structures, the location of fugitive members and the dismantling of plans before they are executed. The overt presence of security forces in strategic areas, combined with in-depth investigations, contributes to the reduction of the operational capacity of these groups. Protecting authorities, in turn, involves constant risk assessments and the implementation of personalized security protocols.

In addition to repressive actions, social prevention plays a fundamental role. Iniciativas that aim at social inclusion, education and generation of opportunities, especially for young people in vulnerable situations, help to reduce recruitment by criminal factions. By strengthening the community and offering alternatives, it is possible to build an environment that is more resilient to the influence of organized crime.
