The federal government plans to allocate up to R$30 billion from Tesouro Nacional to a credit program for the purchase of vehicles by app drivers and taxi drivers. The measure was confirmed by official sources and should be launched next week. BNDES will be responsible for operating the line.

The initiative does not provide for the full transfer of the amount at once to the development bank. Técnicos works on a gradual transfer model. The interest rate should be around 12% per year, below the current Selic. The financed vehicle cannot exceed R$150,000.

Recursos will come from Tesouro with no primary impact on accounts

The total volume represents financial expenditure and should not affect the government’s primary result. The release will occur in installments according to the demand of borrowers. The main objective is to allow professionals to purchase their own car instead of relying on daily rentals.

Essa structure has already appeared in other recent government lines. In the case of trucks and buses, for example, Tesouro allocated R$14.5 billion and BNDES provided additional funding. Aqui the logic is repeated, but with an exclusive focus on individual transport drivers.

Taxa of 12% and six-month grace period set the conditions

The line will offer an initial grace period of six months to start payments. The total amortization period will reach six years. Essas conditions are well below market rates, which exceed 20% per year in many cases.

Motoristas with regular documentation will be able to access financing. The limit per vehicle of R$150,000 seeks to balance accessibility and risk control. Final Detalhes on collateral requirements and credit scores are yet to be defined by Conselho Monetário Nacional.

  • Motoristas of applications from major platforms
  • Taxistas with active license
  • Profissionais with driver’s license and vehicle documentation up to date
  • Limite individual according to payment capacity
  • Prioridade for those who have been working in the sector for a long time

BNDES assumes operation in a gradual transfer model

The development bank will not receive the R$30 billion immediately. The strategy avoids concentrating resources at a single moment and allows adjustments according to real market absorption. Equipes techniques already prepare the credit manual.

Essa approach also reduces immediate pressure on Tesouro’s cash flow. The government assesses that investment in productive vehicles can generate returns via greater economic activity and indirect revenue.

Medida is part of a larger sectoral stimulus package

Credit for drivers adds to other recent initiatives. The government has already allocated resources for truck drivers, agriculture and housing. In the case of apps and taxis, the focus is on reducing dependence on rented fleets and increasing professionals’ net income.

Técnicos argue that one’s own car functions as a work tool. The expectation is to gain efficiency and lower operating costs for those who drive daily. Críticas about possible distortion in interest rate policy has already emerged, but Planalto defends the productive nature of the measure.

Final Detalhes still depends on regulation

The official launch should take place by the end of May. Até there, Ministério of Fazenda and BNDES finalize the operational parameters. Membership must be made directly through accredited banks or through the BNDES platform.

Profissionais interested parties need to follow the official announcements. Regular documentation will be a mandatory prerequisite. The program does not provide for direct subsidies, but the interest differential constitutes indirect support.

Impacto expected in the individual transport sector

The fleet of app drivers and taxi drivers represents a relevant portion of urban transport in the country. The possibility of easier financing can speed up vehicle renewal and reduce the average age of the fleet in operation.

Dados in the sector indicate that many professionals pay high amounts of daily rent. With your own car, part of this cost is converted into equity and a reduction in fixed expenses. The government projects a gain in disposable income for thousands of families.

The program could also stimulate the automotive industry at a time of slowdown. The limitation of R$150,000 per unit directs the benefit to popular and mid-range models, which concentrate the majority of sales.

Cronograma and next implementation steps

The first phase involves internal approval at BNDES and publication of the rules by the CMN. Depois will open registration. The government did not disclose an exact hiring target, but the ceiling of R$30 billion defines the global limit.

Acompanhamento default and tax impact will occur on an ongoing basis. The gradual transfer model allows adjustments if demand exceeds or falls below forecasts.
