Quaest survey shows that 60% support classification of PCC and CV as terrorist organizations

A survey released this Wednesday (10) shows that 60% of Brazilians agree that the federal government should classify the Primeiro Comando da Capital (PCC) and the Comando Vermelho (CV) as terrorist organizations.

Another 29% disagree with the measure and 11% were unable to respond or preferred not to give their opinion. The survey was carried out by the Quaest institute between June 5th and 8th, 2026, with 2,004 respondents aged 16 or over. The margin of error is plus or minus two percentage points.

The same survey questioned opinion on the United States’ decision to classify the two factions as terrorist organizations. The result was tied: 45% agreed with the American measure and another 45% disagreed.

US decision and role of Flávio Bolsonaro

The factions were designated as terrorist organizations by the American government at the end of May, effective June 5th. The decision came one day after Senator Flávio Bolsonaro (PL-RJ) met with the US Secretary of State, Marco Rubio, and a few days after meeting with President Donald Trump.

For 47% of those interviewed, Flávio Bolsonaro influenced Trump’s decision. Another 37% believe he had no participation, while 16% did not know or did not respond.

Risks to sovereignty and possible international cooperation

Public security experts see the American measure as a risk to national sovereignty, as it could allow sanctions on Brazilian people and companies that maintain any type of relationship with the factions, even unintentionally. Defenders of the classification argue that the designation can expand cooperation between Brazil and the United States in combating transnational organized crime.

The PCC and the CV are already covered in Brazil by the Criminal Organizations Law. The American classification, however, equates the factions with groups such as Al-Qaeda and Hezbollah in the US sanctions system.

Electoral context and perception of Trump

The questionnaire also explored voters’ perceptions of the relationship between presidential candidates and the American president. Half of those interviewed said they knew about Flávio Bolsonaro’s meeting with Trump at the end of May; the other half said they had no knowledge.

The survey records a confidence level of 95% and is registered with the Superior Electoral Court (TSE) under number BR-07661/2026.
