A 37-year-old resident of Seattle was arrested at Havaí after being accused of throwing a rock at a monk seal while it was swimming off the coast of Lahaina, in Maui. The police called Divisão, Fiscalização, Conservação and Recursos after receiving reports of harassment of the animal, a species protected by federal extinction law.
Detalhes of the arrest and incident
Departamento of Polícia of Maui received the tip on May 5, and agents quickly located the suspect based on the description provided by the witness. The man was captured and refused to give a statement about the case. The action was directed against Kaiwi (RK96), a 15-year-old female monk seal that was protected by a temporary fence on Kaimana’s beach. The animal had just given birth to a calf earlier that week.
Jason Redulla, head of DOCARE (acronym for conservation division), commented on the sensitive moment of the birth. “This is a crucial moment in this cub’s life, so invading and approaching these people is not a good idea,” he said. Proximity to humans during this critical period puts both mother and offspring at risk, increasing the possibility of defensive aggression.

Risco attack and precedents
Focas-monk mothers may attack if they perceive a threat from humans or domestic animals. In 2022, on the same beach as Kaimana, a swimmer suffered serious lacerations to her face, back, and arm during an encounter with a mother seal. “If the mother seal perceives any human or pet as a threat, it may attack,” Redulla explained.
The state of Havaí recommends that visitors and residents keep dogs on a leash and away from marine animals. Ainda according to the guidelines, it is mandatory to maintain a minimum distance of 15 meters from any monk seal and 45 meters from mothers with pups. Nadar near mother and calf is expressly contraindicated.
Apelo to authorities for compliance with regulations
Redulla issued a statement asking for the public’s help in respecting marine life. “To ensure the safety of people and pets, and to protect our endangered marine life, we ask for the public’s help in showing respect for these animals and following all guidelines for safe observation,” he said. The call reinforces the importance of environmental education in tourist regions where wildlife shares space with growing human populations.
