Governor Oleh Kiper reported that the action affected critical substations, forcing the use of generators and the opening of emergency centers. The offensive intensifies Moscow’s strategy against the Ukrainian energy sector, which is facing increasing pressure with the arrival of winter. Local authorities report difficulties in reestablishing essential services.
Russia, which controls around 20% of Ukrainian territory, has maintained frequent attacks on vital infrastructure since the invasion began in February 2022. The State Emergency Service released images of firefighters fighting flames, but the date and location have not been verified.
