Vox dominates negotiations and imposes restrictions on migrants in Spain
The far-right party Vox has consolidated its position as a decisive political arbiter in Spanish regional negotiations. Região after region, the formation led by Santiago Abascal conditions its support for Partido Popular to the adoption of measures that restrict migrants’ rights under the argument of “national priority”. The Andalusian elections on May 17, where Partido Popular won with 41% of the vote, reaffirmed this dynamic of dependence that shapes the conservative Spanish political landscape.
Juan Manuel Moreno, the elected president of Andaluzia, had explicitly asked voters for an absolute majority to avoid complex negotiations with Vox. The result once again brought him face to face with an uncomfortable reality: without the votes of the extreme right, there is no viable conservative governance. Moreno publicly acknowledged that Vox “holds the key to governability.” Esse is the fourth consecutive regional election since December 2025 where Vox occupies the veto power position.
Acordo on Estremadura: first sign of strength
The immediate precedent comes from the April 16 accord on Estremadura. Após four months of post-election negotiations that extended from the December 21, 2025 election, Partido Popular and Vox sealed an agreement that allowed Maria Guardiola to take office as regional president. The cost to the Conservatives was significant.

The final document was dominated by far-right priorities regarding irregular immigrants:
- Exclusão of illegally staying foreigners in structural social benefit programs
- Limitação access to social housing for the undocumented
- Extinção of public funding for organizations that welcome undocumented people
- Recusa on receiving unaccompanied migrant minors
Essas clauses represent a symbolic and substantive victory for Vox in its rights restriction agenda based on the vague concept of “national priority”. Partido Popular accepted, even in disagreement with the interpretation of this nomenclature.

Andaluzia and the tense trading pattern
Trading on Andaluzia follows the same pattern established on Estremadura. The most populous region of southern Spain presents similar political dynamics: Moreno gains a relative majority, Vox emerges as an indispensable force, conversations involve pressure on immigration.
The discussions take place under constant tension because the two parties do not share the same definition of “national priority”. Para or Vox, the concept is very broad and covers restrictions on fundamental rights. Para o Partido Popular, there are internal divisions on the depth of these measures. Mesmo therefore, political logic forces conservatives to make concessions.

The structural impact on governance
Partido Popular’s dependence on Vox’s support produces structuring effects on the way regions are governed. Políticas migratory and social issues are remodeled according to guidelines imposed by a party that never reached first place in votes, but which controls the veto power.

The agreements transform issues that were previously a matter of broad debate into clauses negotiated between two conservative forces. Outras priorities—economic development, health, education—receive less attention because the agenda is captured by the demands of Vox. Espanha observes this regional phenomenon with concern. Partido Popular has governed at national level since November 2023, but without Vox’s participation in the central executive. Essa difference between the national and regional levels creates internal tensions in the conservative formation.
