Israeli envoy erupts at UN official during heated confrontation over sexual violence report

A United Nations meeting erupted into chaos Friday as Israeli Ambassador Danny Danon engaged in a heated shouting match with Vanessa Frazier, a senior UN official, over Israel’s inclusion on a global sexual violence blacklist. The confrontation occurred during an event marking the International Day for the Elimination of Sexual Violence in Conflict, with both parties repeatedly talking over each other as tensions escalated in the chamber.

The dispute centers on a controversial report that placed Israeli entities alongside terrorist organizations on a list of parties suspected of committing sexual violence in conflict zones. Frazier, who serves as the Secretary-General’s Special Representative for Children and Armed Conflict, participated in authoring the document that sparked the diplomatic firestorm.

Shouting match dominates UN chamber during official meeting

The exchange deteriorated rapidly when Danon accused Frazier of succumbing to political pressure. “You caved to the pressure. You caved to the Secretary General’s obsession with targeting Israel. And in doing so,” Danon began before being interrupted. The ambassador immediately raised his voice, shouting “Wait, I’m speaking now!” as Frazier attempted to respond.

Danon continued his rebuke with increasing intensity. “No, you will be quiet, because I’m speaking now! You spoke, now I speak. You spoke, and now I’ll speak. Shame on you, you’re part of the bullying of Israel. Shame on you, you can walk out. You spoke now, I speak. You can walk out, shame on you! You’re part of this, you’re part of his obsession,” he declared.

Controversial blacklist places Israel alongside terrorist groups

The United Nations Secretary-General’s office added Israeli entities to the annex of its annual Conflict-Related Sexual Violence report in May. The document specifically named the Israel Defense Forces, Israel Prison Services, and the country’s border police Counter Terrorism Unit. UN Secretary-General António Guterres labeled these organizations as parties “credibly suspected of committing or being responsible for patterns of rape or other sexual violence.”

In response to the listing, Danon’s office issued a statement describing the decision as a moral disgrace. “Israel has been placed on a blacklist alongside Hamas, ISIS, and Boko Haram. This is a moral disgrace that will be remembered as one of the darkest stains on António Guterres’ legacy,” the statement read. The ambassador subsequently announced a freeze in relations between Israel and Guterres’ office.

Demand for resignation and accusations of procedural failures

During Friday’s session, Danon called for the resignation of Pramila Patten, the UN Special Representative on Sexual Violence in Conflict and Under-Secretary-General. When Frazier attempted to defend Patten, Danon quickly noted that Patten herself had chosen not to attend the meeting. “Ms. Patten was invited here, she chose not to be here. You will allow me to finish my words. Shameful. You are part of this shameful behavior. You are a part of it. Shame on you. Shame on you,” Danon stated.

The Israeli ambassador maintained his position despite repeated attempts at interruption. “I will speak and you will be quiet. You work for the U.N. and you will respect the rule of the U.N. Respect the rule. We will not allow you to bully us. We are a member state, and you work for the U.N., and you will be quiet now. You will be quiet. Shameful. You and your shameful report. We know why you took this position. We will not let you be part of this shameful campaign. I will finish my words. If you don’t want to listen, go out,” he continued.

Allegations of biased investigation process

Danon argued that Israel cooperated fully with UN investigators but claimed the organization failed to independently review evidence or provide Israel with adequate opportunity to address allegations. He accused Patten of lending legitimacy to what he characterized as a politically motivated campaign against Israel. The ambassador questioned the official’s role in the investigation process, asking rhetorically, “If verifying the facts is not Ms. Patten’s responsibility, then what exactly is her responsibility?”

The stain is on you,” he declared during the UN meeting.

Formal complaint planned over interruptions during session

Danon’s office confirmed plans to file a formal complaint with the United Nations regarding Frazier’s interruptions during the meeting. The move represents an escalation in diplomatic tensions between Israel and UN officials responsible for the controversial report. Representatives for both Patten and Frazier did not immediately provide responses to requests for comment on the confrontation or the allegations raised by the Israeli ambassador.

The incident highlights deepening divisions between Israel and United Nations bodies over investigations into conduct during armed conflicts. The placement of Israeli security forces on the same list as internationally recognized terrorist organizations has generated significant controversy and prompted strong reactions from Israeli officials at multiple levels of government.
