Permanent daylight saving time advances in US House in split vote

The United States House of Representatives approved on Tuesday (the date of the event) a measure that seeks to establish permanent daylight saving time across the country. The proposal, which now goes to the Senate for approval, generated an intense debate among legislators and the population, with very different views on its potential impacts. The final vote recorded 308 votes in favor and 117 against.

Challenges to Senate approval and Donald Trump’s support

Even with approval in the Chamber, the future of the proposal in the Senate is still uncertain. The bill, known as the “Sunshine Protection Act,” has received support from figures such as former President Donald Trump. In a post on Truth Social, Trump celebrated the legislation’s advancement, stating that “hundreds of millions of dollars are spent every year by people, cities and states, being forced to change their clocks.” He also added that it would be a “beautiful victory” for the Republican Party.

States preparing for change and the possibility of not joining

The federal initiative reflects a desire already present in several federative units. According to the National Conference of State Legislatures, 19 states have already passed their own laws to adopt permanent daylight saving time, just awaiting permission from Congress. However, the federal project also provides that states can choose not to adhere to the change if they act before it comes into force. This could affect regions like Hawaii and much of Arizona that currently observe standard time.

Arguments for and against the permanent measure

The discussion about maintaining daylight saving time throughout the year divides opinions. Supporters of the measure argue that maintaining daylight saving time would bring benefits, such as reducing the loss of an hour of sleep in the spring, more hours of work under sunlight, which would reduce seasonal depression, as well as increasing recreational and economic activities and potentially reducing nighttime crime. Democratic congressman Frank Pallone questioned, at a hearing, the need to change the clocks.

On the other hand, critics express significant concerns. Agricultural district lawmakers warn of negative impacts on their communities, with winter mornings that would see the sun rise much later, in some locations just after 9am. Some supporters of standard time also point to safety risks for students who would need to travel to school in the dark. Representative Mary Gay Scanlon, for example, advocated moving to permanent standard time, prioritizing the health of Americans, especially children.

History of previous attempts in the US Congress

The search for a solution to the biannual change of clocks is not new. Congress already tried to implement permanent daylight saving time in 1974, during an energy crisis in the US. However, the measure was quickly reversed due to unpopularity, a precedent often recalled by opponents of the current proposal. In 2022, the Senate approved a version of the daylight saving time bill, but it was not voted on in the Chamber. The issue remains a point of controversy and there is no clear consensus among legislators, nor among the American population itself.
