MEC announces 226,502 pre-selected for Prouni 2026’s record-setting first call for scholarships
Brazil’s Ministry of Education (MEC) has unveiled the initial list of pre-selected candidates for the first semester of Prouni 2026, marking a significant milestone in access to higher education. A total of 226,502 students have secured preliminary spots in private institutions nationwide through the Programa Universidade para Todos (University for All Program).

The results for this inaugural call were officially released on Tuesday, February 3. Aspiring students can access their status via the Prouni Portal Único de Acesso ao Ensino Superior, a centralized platform designed to streamline the application process for federal higher education programs.
Prouni is a crucial federal initiative that provides both full (100%) and partial (50%) scholarships for undergraduate courses in private institutions. Institutions may offer flexibility, allowing for either in-person delivery or virtual submission of required files, with specific procedures detailed by each university or college. For those opting for in-person submission, faculties are expected to provide clear guidance and staff assistance at course locations during operating hours.
State and academic distribution of selections
Initial data released by the MEC on Wednesday, February 4, sheds light on the geographic and academic distribution of pre-selected candidates. São Paulo state leads the nation with 43,891 students, highlighting its significant role in higher education enrollment.
Following São Paulo, Minas Gerais registered 21,413 pre-selected students, while Bahia saw 19,122 applicants advance to the next stage. Rio de Janeiro also demonstrated a strong showing with 15,124 students making the first cut, reflecting widespread engagement with the program across populous regions.
In terms of popular academic pursuits, Administration emerged as the top course, attracting 22,871 pre-selected individuals. Law followed with 16,045 selections, and Accounting secured 12,308 spots, indicating strong student interest in these fields. Young adults dominated the application landscape, with the 18-to-20 age bracket comprising the largest group at 470,296 applicants. This was followed by the 21-to-30 age group, which accounted for 237,419 inscriptions. A smaller but notable group of 7,364 candidates over 50 years old also sought to continue their studies, highlighting lifelong learning aspirations across all age groups.
The ethnic-racial self-identification data further illustrates the program’s broad appeal. The largest group of applicants identified as Pardo, totaling 377,205 individuals, while 334,057 candidates identified as White. Black applicants numbered 104,944, demonstrating substantial representation. Smaller but significant groups included 8,169 Asian applicants and 2,873 Indigenous candidates, collectively contributing to the rich tapestry of the applicant pool.
Fierce competition for top academic programs
Some courses experienced particularly intense competition, reflected in their high candidate-to-vaga ratios. Medicine stood out as the most competitive field, with 61.82 applicants vying for each available scholarship. This demand underscores the enduring prestige and career prospects associated with medical education, despite the rigorous selection process and the high number of candidates. Such high competition necessitates exceptional academic performance from applicants.
Psychology also proved highly competitive, drawing 11.89 candidates per scholarship, indicating strong interest in mental health and human behavior studies. Law continued to be a popular choice, recording 9.24 applicants for every scholarship offered, maintaining its status as a sought-after professional path. These figures highlight the significant demand for professional training in these key areas of knowledge within the Brazilian higher education system.
Second call provides new opportunities
For applicants who were not selected in the initial call, a second opportunity awaits. The results for the second round of selections will be released on March 2. Following this announcement, pre-selected students will have from March 2 to March 13 to submit their documentation and verify their eligibility, mirroring the process of the first call.
Eligibility criteria for Prouni scholarships
To be eligible for Prouni scholarships, applicants must meet specific criteria outlined by the program, designed to ensure the benefits reach those most in need of support for higher education. Generally, candidates must not possess a higher education diploma and must meet certain income requirements, usually proving a family per capita income within defined thresholds for full or partial scholarships. Furthermore, most applicants are required to have completed their secondary education entirely in public schools or as private school students on full scholarships, with exceptions for teachers or individuals with disabilities.
Applicants are also typically required to have participated in the Exame Nacional do Ensino Médio (ENEM), or National High School Exam, and obtained a minimum score in its latest edition.
