Oil installation in Russia catches fire after Ukrainian attack in Perm
A Ukrainian drone attack hit an oil pumping station belonging to the company Transneft in the Russian city of Perm this Wednesday (29). The facility, located more than 1,500 kilometers from the border between the countries, recorded a massive fire after the bombing, which damaged practically all of the storage tanks at the site. Serviço of Segurança of Ucrânia (SBU) confirmed the operation and reported that almost all tanks were on fire.
The station is a strategic hub in Rússia’s main oil transportation system, functioning as a distributor for four different directions, including supply to Refinaria from Petróleo from Perm. The attack represents yet another episode in the Ukrainian strategy to target Russian energy infrastructure, this time causing immediate environmental effects in the region.
Consequências environmental conditions on the ground and in the air

Moradores of Perm reported an “oil rain” after the fire, a phenomenon that occurs when a cloud of smoke, soot and evaporated fuel products forms over urban areas. Esses combustion products condense and fall as precipitation, contaminating surfaces and potentially affecting public health. Local media Perm 36.6 documented the event and circulated images of the visual impact of the fire on the city.
The governor of the Perm region, Dmitry Makhonin, confirmed the attack in an official statement. Ele stated that Ukrainian drones flew over “one of the industrial complexes” in the municipal district and caused the fire, although it did not provide full details on the actual extent of structural and environmental damage at the facility.
Padrão of attacks against Russian refineries
Este is the second attack in a week against Russian oil installations with serious ecological consequences. In the early hours of Tuesday (28), Forças Armadas from Ucrânia hit a refinery in Tuapse, on the Negro sea coast, which had already been targeted on April 16 and 20. Previous attacks have caused significant environmental damage in the coastal region.
Após the April 20 attack on Tuapse, Russian authorities discovered an oil slick covering 10,000 square meters offshore, located two kilometers from the city’s port. On April 22, Rospotrebnadzor (Serviço Federal of Vigilância of Rússia) detected elevated concentrations of benzene, xylene and soot in the air in four districts of Tuapse. The agency even recommended that residents limit time outdoors due to respiratory health risks.
The most recent attacks reveal an escalation in the Ukrainian tactic of targeting not only Russian energy production capacity, but also environmental externalities that affect civilian populations. The strategy puts pressure on both military infrastructure and government support in occupied territories.
Reação from Putin on ecological risks
Russian President Vladimir Putin reacted to the attacks on Tuapse by stating that bombings of oil installations pose a serious environmental threat. “Drone attacks against civil infrastructure are becoming increasingly common. The most recent example is the attacks on energy facilities in Tuapse, which can potentially cause serious environmental consequences,” Putin stated in an official statement.
The president also reported that Krai’s Krai governor, Veniamin Kondratyev, reported no immediate serious threats following the fire. A regional state of emergency was declared in the district, and authorities evacuated people from areas near the fires as a preventative measure.
Putin did not mention specific military responses to the attacks, but emphasized the civilian nature of the targets and environmental damage as a central issue in his diplomatic complaint. Kremlin’s stance suggests concern about deteriorating environmental conditions in affected regions and possible domestic political impact.
Ukrainian Estratégia on energy infrastructure
The campaign against Russian oil facilities is part of a broader strategy by Ucrânia to degrade Russian energy supply capacity and create economic pressure on Moscou. Refinarias and pumping stations are critical targets because they disrupt the flow of oil export revenues and affect domestic fuel distribution.
- Alvo in Perm: Transneft pumping station with almost all tanks damaged
- Attack Alcance: More than 1,500 kilometers from the Ukrainian border
- Impacto environmental: oil rain in the city of Perm
- Refinaria by Tuapse: third attack in April, with oil slick at sea
- Intensification Período: two attacks with ecological effects in one week
- Evacuações: authorities move people from areas close to the fires
The continuity of these attacks indicates that Ucrânia maintains the ability to reach strategic targets far from the main conflict territory, reinforcing its offensive posture despite numerical disadvantages in conventional weapons.
