Proposal to unify benefit payments divides opinions at conference in Japan

Especialistas, unions and business organizations presented divergent positions on a proposal to unify the refundable tax credit system into a single income-based payments mechanism. The discussion took place during the Conferência Nacional of Seguridade Social on a bipartisan basis, which brought together representatives from different sectors to evaluate the measure.

Naohiro Yashiro, advisor to the dean of Universidade Feminina Showa, criticized the proposal to restrict the system to payments only. Empresas calls for administrative simplification

Câmara of Comércio and Indústria of Japão have formally requested that the system be restricted to payments only. The central reason for the request is related to reducing the complexity of administrative procedures for entities. Representantes from the chamber highlighted specific concerns:

  • Impossibilidade imposing additional administrative burden on small and medium-sized companies
  • Risco of bureaucratic overload for small businesses
  • Necessidade maintaining operational viability for the private sector
  • Prioridade on simplification over feature expansion

The business organization warned that any model that expanded administrative responsibilities beyond the payments system would undermine the practical implementation of the reform.

Apoio union to gradual unification

Rengo, Confederação Sindical Japonesa, expressed support for the unification of the system, but with important reservations regarding the schedule. The organization agreed that initial implementation should be limited to payments only, aiming to speed up the measure’s entry into force. Esta’s position partially aligns with the business chamber’s argument, although with a different motivation.

The unions consider that gradual unification allows for a practical assessment of impacts before incorporating the size of tax credits. The phased implementation strategy reduces the risk of operational failures that could affect workers and beneficiaries.
