A video circulating on social media records the moment in which Carlos Bruce, mayor of Santiago of Surco in Peru, fires a stun gun at the back of advisor Arturo Bobbio. The action took place during a demonstration of the device that the city hall had recently acquired. In the recording, it is possible to see Bobbio falling and being supported by another man while the mayor laughs at the situation.

Prefeitura argues that it is a voluntary simulation

Carlos Bruce, who confirmed Lima’s candidacy for Prefeitura, published a message on social media contesting the interpretation of the video. Segundo he, the action was part of simulations that did not represent a real risk and had completely voluntary participation from those involved. The mayor stated in his statement:

  • Participation of those present was completely voluntary

Assessor confirms town hall version

Arturo Bobbio, the advisor who appears in the video receiving the shot, also confirmed the municipal administration’s narrative. According to him, the test constituted a demonstration simulation that would be carried out later for a newspaper. Bobbio denied that there was any type of risk during the procedure.

Equipamento integrates municipal security program

Santiago Municipality of Surco distributed 150 electroshock weapons and body cameras to its security officers. The acquisition of the Tasers is part of a larger initiative by the city to equip its security force with non-lethal control technology. The devices were delivered to agents as part of a local security modernization program.
