Among the parties with significant representation in the Chamber of Deputies, only Tarcísio de Freitas (Republicans) and Fernando Haddad (PT) had their names confirmed as pre-candidates for governor of São Paulo.

Several states are still seeking clarity in their government and senatorial slates. Alagoas, Minas Gerais, Amazonas and Espírito Santo are among those where the pre-candidates for government have not yet been fully defined. This type of uncertainty reflects the complexity of pre-election coordination, where the wait for voting intention surveys and slate composition agreements are decisive. In Piauí, although Mainha (Podemos), Lúcia Santos (PSDB) and Jesus Rodrigues (Cidadania) have already launched their pre-candidacies, there is a strong sign that these names could merge into a single ticket, depending on the direction of future opinion polls. Joining forces can be crucial to maximize the chances of victory in a scenario of vote dispersion.

The situation in Mato Grosso also illustrates this transition phase. Jayme Campos (União) expressed interest in running for government, but official confirmation of her candidacy by the party is still awaited. Party deliberation is a fundamental step that can consolidate or dismantle initial plans. In Amazonas, uncertainty manifests itself in the government camp. Led by former governor Wilson Lima (União Brasil), who is already a pre-candidate for the Senate, the group has not confirmed whether the current governor, Roberto Cidade (União Brasil), will seek re-election. The absence of a clear definition on the part of the party in power creates a vacuum of expectations and opens up space for maneuvers by other parties.

The Holy Spirit also lives a moment of waiting. Ricardo Ferraço is the only officially declared candidate for government to date. Other politicians expressed their intention to run, but did not formalize their candidacies. The same scenario of uncertainty is observed in the dispute for the Senate, where only Renato Casagrande (PSB) had his name confirmed. In Ceará, the biggest uncertainty is regarding the names for the Senate, both on the current and opposition tickets, indicating that behind-the-scenes negotiations are in full swing. In Maranhão, federal deputy and former governor Roseana Sarney (MDB) has stood out in research, but has not yet made her pre-candidacy official, maintaining an element of surprise on the electoral board.

Legal challenges: Politicians face uncertainty over eligibility

A critical factor that adds a layer of complexity and uncertainty to the electoral scenario is the legal instability surrounding the eligibility of some pre-candidates. In the Federal District, for example, one of the main doubts concerns the possibility of former governor José Roberto Arruda (PSD) running for government. He faces questions related to the Clean Record Law, which could prevent his participation. A similar situation occurs in Sergipe with the pre-candidacy of Valmir de Francisquinho (Republicans). In Roraima, legal stability is also a challenge for Denarium (Republicans), pre-candidate for the Senate.
