Tehran has refused to cooperate for twenty years, turning what should be straightforward inspections into prolonged negotiations that allow the regime to advance its nuclear capabilities while talks drag on.

Iran excels at generating action plans designed to be extended indefinitely, transforming verification into what Albright describes as a pointless exercise. This pattern of procrastination has enabled the regime to make progress on both nuclear weapons devices and missile delivery systems while maintaining the appearance of diplomatic engagement. The expert’s assessment casts doubt on the recently agreed Memorandum of Understanding between Washington and Tehran that codifies IAEA inspection protocols.

The physicist emphasized that Iran’s treatment of the IAEA will serve as the clearest indicator of whether current negotiations carry real substance. Tehran’s historical pattern of obstructing and disrespecting the agency suggests significant challenges ahead for any verification framework.

Tehran denies reports of invitation to nuclear inspectors

Iran’s Ministry of Foreign Affairs issued a statement through spokesman Esmaeil Baghaei explicitly denying media reports claiming the Islamic Republic had invited IAEA representatives to examine its nuclear installations. The regime-controlled Islamic Republic News Agency published a headline Wednesday stating no plan exists for access to attacked facilities without a final agreement.

Jason Brodsky, policy director at United Against Nuclear Iran, argued Tehran should be required to permit inspections not only at declared nuclear sites, especially those damaged during Operation Midnight Hammer, but also at universities, military bases and state organizations used for dual-use research applicable to weapon development. Such weaponization inspections were notably absent from the 2015 Joint Comprehensive Plan of Action, representing one of its fundamental flaws.

Albright sharply criticized the JCPOA negotiated by the Obama administration, stating it accepted Iran’s refusal to cooperate and swept the issue under the rug. The expert warned it is critically important that the current Trump administration not replicate the JCPOA approach. Trump withdrew from the agreement in 2018, calling it a horrible one-sided deal that should never have been made.

Any new accord should include substantially more robust inspection powers, according to Brodsky, who noted Iran’s denial of inspections at damaged nuclear facilities since June 2025 violates obligations under the Nuclear Non-Proliferation Treaty. Vice President JD Vance characterized the Iranian agreement to invite IAEA inspectors back as a major milestone for the American people and a crucial first step in the verification process.
