U.S. brokers historic framework agreement between Israel and Lebanon amid Iran concerns

The United States announced a major diplomatic breakthrough on Friday as Secretary of State Marco Rubio revealed a framework agreement between Israel and Lebanon, marking the first direct accord between the two nations since 1983. The U.S.-mediated deal aims to establish a foundation for lasting peace and security in a region long plagued by conflict and Iranian influence. Israeli Prime Minister Benjamin Netanyahu characterized the development as a significant setback for Tehran’s regional ambitions.

The framework represents a potential turning point for two countries that have remained in a formal state of war for decades. According to diplomatic observers, the agreement could pave the way toward full normalization of relations while simultaneously weakening the grip of Hezbollah, the Iran-backed militant organization that has established control over significant portions of Lebanese territory. The terrorist group has engaged in two major conflicts with Israel since joining Hamas in the October 7, 2023 invasion, followed by U.S.-Israeli military operations against Iran in February.

Framework aims to diminish Iranian influence in Lebanon

During the announcement, Rubio emphasized the collaborative nature of the achievement. “Today is a good day in that we are happy to announce a framework agreement between the sovereign government of Lebanon and, of course, the government of Israel, with a mediation and support of the United States of America, that begins to put in place a framework for lasting peace and security,” the Secretary stated. He added that both nations deserve such stability.

Netanyahu delivered pointed remarks directed at Tehran, calling the agreement “a severe blow to Iran.” The Israeli leader explained that the Islamic Republic has been pressuring for an Israeli withdrawal from southern Lebanon. “Essentially Israel, Lebanon and the United States are telling them: This is none of your business. You have no role in southern Lebanon — neither you, nor Hezbollah nor any other terrorist organization,” Netanyahu declared, according to the Press Service of Israel.

Key provisions focus on Hezbollah disarmament

U.S. Ambassador to Israel Mike Huckabee highlighted the central importance of dismantling Hezbollah’s military capabilities in a post on X. “Was there all week but had to fly back to Israel Thursday night. Historic opportunity but key is disarming Hezbollah, evil terrorists who have killed Americans,” Huckabee wrote, underscoring American casualties at the hands of the organization.

Lebanese President Joseph Aoun expressed gratitude to the Trump administration in an Arabic-language statement on X, thanking the U.S. government “for its efforts in hosting and facilitating the negotiations and for supporting Lebanon’s position.” The acknowledgment signals official Lebanese government backing for the framework, though questions remain about Beirut’s ability to enforce terms against Hezbollah.

Experts divided on agreement’s implementation prospects

Guila Fakhoury, whose father Amer was kidnapped by Hezbollah in 2019, described the development as transformative. “Today marks a historic achievement. For the first time since 1983, Lebanon and Israel have reached an agreement through direct negotiations,” she told Fox News Digital. Fakhoury emphasized that the accord demonstrates Lebanon’s future need not depend on broader regional negotiations or proxy influence.

She outlined the potential benefits if commitments are honored:

  • Foundation for long-term bilateral cooperation between Lebanese and Israeli populations
  • Enhanced security arrangements in border regions
  • Economic opportunities through normalized trade relations
  • Shared stability benefiting both nations’ citizens

However, Fakhoury issued a critical caveat regarding implementation. “Whether this agreement brings lasting peace and stability will depend entirely on its implementation. The Lebanese state and its legitimate institutions must be the ones to create stability, not external actors or armed organizations operating outside government authority,” she warned.

Tehran expected to undermine peace process

Walid Phares, a prominent Middle East expert, expressed skepticism about the framework’s durability. “This agreement is just a ceasefire not a conduit to a larger peace deal. Hezbollah take orders from Iran. It’s clear Tehran will complain about such a deal and pressure the negotiators to get some statement from Washington asserting the Islamic Republic’s say over Lebanon,” Phares analyzed.

He outlined the competing interests at play. “Hezbollah will attack the deal but will pray Israel won’t strike. The Trump administration will have to calibrate between the Rubio-sponsored agreement on Lebanon and the fragility of the situation in the Gulf,” Phares explained. He suggested the Iranian regime is instructing Hezbollah to maintain radical rhetoric while Tehran pursues economic concessions. “The regime is telling Hezbollah ‘keep the narrative up and radical but let us get the money first,'” he said.

Phares warned that Lebanon remains trapped in its existing political stalemate. “The only unknown is the ability of the Lebanese opposition to rise and resist Hezbollah. We are still inside the Lebanese status quo,” he cautioned. Senator Tom Cotton applauded the framework while issuing a stern message to Iran. “Hezbollah savages have American blood on their hands. I applaud President Trump and Secretary Rubio for forging this important agreement that will restrain Iran’s terrorist proxy. Let me be clear: Tehran has no future in Lebanon,” the Arkansas Republican posted on X.

Historical precedent raises concerns about sabotage

Hanin Ghaddar, a senior fellow at The Washington Institute for Near East Policy, called the development an absolute breakthrough while acknowledging serious risks. “This is the first agreement between Israel and Lebanon since 1983. A clear and loud ‘NO’ to Iran as it challenges its efforts to control Lebanon’s file,” she wrote on X.

Ghaddar drew parallels to the failed 1983 agreement, which was undermined by hostile regional actors. “But as the 1983 agreement was toppled by the bad guys then — Assad regime — Iran will try everything to make sure this one fails as well,” she warned. She placed responsibility for protecting the framework squarely on both signatory nations. “Lebanon and Israel have a responsibility in making sure this agreement is protected, and its implementation is successful. We will probably not have another chance,” Ghaddar emphasized, suggesting the fragility of the diplomatic window.

The framework comes at a critical juncture for regional stability, with Iran facing international pressure over its nuclear program and proxy activities across the Middle East. Implementation challenges will likely test the resolve of all parties involved as Tehran mobilizes diplomatic and militant resources to preserve its influence in Lebanon.
