The National Social Security Institute (INSS) provides a specific service for workers who contributed in multiple countries and in Brazil, allowing them to request retirement based on contribution time through international agreements. Information about this service was last updated on December 15, 2025 and is aimed at those who have accumulated periods of work both within the national territory and in nations with which Brazil has social security agreements.

The initiative to establish international social security agreements serves to avoid double taxation and ensure that migrant workers do not lose their rights when moving between countries. This allows the contribution time accumulated in different nations to be added together to reach the minimum required, facilitating access to the benefit for those who worked in different locations.

Requirements to apply for retirement

To be entitled to this type of retirement, the insured must demonstrate the minimum contribution time required by Brazilian legislation. Currently, this period is 35 years for men and 30 years for women, fundamental criteria for analyzing the benefit.

If the total contribution time has not been reached by November 13, 2019, the INSS will carry out an analysis to verify the application of the transition rules. This assessment considers the Social Security Reform, established by Constitutional Amendment 103/2019, seeking the most favorable condition for the insured. It is possible to simulate retirement directly on the Meu INSS portal to check the options.

The request for this benefit is completely digital, eliminating the need to appear in person at an INSS agency. The entire procedure is carried out online, providing greater convenience to the applicant.

Who can request the international benefit

People who meet two main requirements can access this service: have the stipulated minimum contribution time and have worked both in Brazil and in at least one country that has an international Social Security agreement with Brazil. The existence of these agreements is crucial for validating time served abroad.

Procedure for submitting the order

The process for requesting the benefit is simple and can be done online. First, access the My INSS portal or application. Then click the button to create a “New Order”. In the search field, type “International Agreement – Retirement by Contribution Time” and select the corresponding option from the list of services.

When selecting the service, you must read the information presented on the screen and provide the requested data to proceed with the request. This procedure guides the user step by step until completing the application. If the computerized system is unavailable, interested parties can call 135, with an estimated waiting time of up to 5 minutes.

Documentation required for analysis

To start the process, it is essential to have your Individual Taxpayer Registry (CPF) number on hand. This is the main document for identifying the insured person in all procedures with Social Security.

If the request is made by an attorney or legal representative, it will be necessary to present the public or private power of attorney (according to the INSS model), together with the Term of Responsibility. In addition, a term of legal representation is required, such as guardianship, curatorship or term of custody, and an identification document with photo and CPF of the attorney or representative.

Deadlines and monitoring of the process

The initial service for the request is immediate when it is made through Meu INSS. To monitor the progress of the request and receive a response, the insured must access the Meu INSS portal again and click on “Consult Requests”. Locate the process in the list and click “Detail” for more information.

The estimated average time for completing and responding to the retirement process based on contribution time via international agreement is approximately 45 calendar days, after the initial service. It is important to monitor the status of the order to ensure that all steps are completed on time.
