King Charles authorized an official dispatch to state ministries and the armed forces reaffirming that the Duke and Duchess of Sussex operate strictly as non-working royals. The couple expressed surprise over receiving minimal advance notification regarding the release.

Harry and Meghan moved back to the UK from the United States two weeks ago and lacked sufficient time to address palace officials before the correspondence reached the public domain.

Buckingham Palace issued this formal guidance through its most senior courtier, Lord Chamberlain Richard Benyon. The document marks the inaugural public declaration concerning the couple since their return.

Official couriers delivered the text to Harry and Meghan’s representatives at 1.59pm, prompting an urgent inquiry back to Buckingham Palace at 2.19pm to ascertain whether the instructions were already circulating, before newsrooms received the full document at 3.06pm without any opportunity for prior revision.

Harry was in a meeting. His aides could not establish contact with him until 3.09pm, two minutes before palace officials confirmed at 3.11pm that the announcement had already gone out.

The formal dispatch surfaced ahead of a convening by the executive committee for the protection of royalty and public figures, the institutional body designated as Ravec that determines official security allocations.

Harry remains waiting for the formal findings from the risk management board assessing threat levels to his family as Ravec weighs whether the couple qualifies for taxpayer-funded police protection. The Home Office maintains a strict policy against commenting on internal security evaluations and does not disclose committee determinations.

Lord Benyon stated in the text that the royal institution will preserve the boundary separating official state representation from private life: “This position, distinct from the state and royal duties undertaken by the working royal family, and with the personal latitude it brings the couple in respect of financial independence and protection of their privacy as they would wish, will continue to be fully respected.”

The correspondence noted that their titles as His and Her Royal Highness remain suspended. These styles cannot be utilized across any engagements.

The document further outlined that philanthropic projects undertaken by Harry and Meghan represent personal matters carried out solely in their private capacity.

Benyon defined their standing directly within the royal framework: “In short, their position is akin to private citizens with commercial and charitable interests.” The letter established clear lines for their global ventures.

Public authorities seeking guidance on protocol, and particularly where state funding could be involved, must contact Buckingham Palace directly, while operational protection requests remain under the authority of local police departments.

Prince Archie and Princess Lilibet are scheduled to begin classes at a school situated near the family residence in the English countryside. The children relocated to the UK alongside their parents.

Palace administrators released the statement while Harry conducted a tour of Tower Bridge Studios in London, a production complex hosting broadcasts like Diary of a CEO and Jimmy Carr’s The Big Pitch.
