In the early hours of February 24, Igor Melo de Carvalho, a 32-year-old university student, was shot by an off-duty police officer in Penha, North Zone of Rio de Janeiro, in what his family describes as a tragic case of mistaken identity. Igor, who works multiple jobs to support his family, is now hospitalized in critical condition, sparking outrage and calls for justice amid allegations of racial profiling and police misconduct.

According to initial reports, Igor was leaving his job as a waiter at a samba house when he ordered a motorcycle ride through a ride-hailing app to return home. During the journey, he noticed a car following the motorcycle. Moments later, gunshots rang out, striking Igor and causing him to fall from the bike. Despite his injuries, he managed to call coworkers who quickly rushed to the scene and transported him to Hospital Estadual Getúlio Vargas.

Confusion and Accusations

The shooter was identified as Carlos Alberto de Jesus, a retired military police officer. According to police statements, Carlos’s wife had been the victim of a cellphone theft earlier that evening. Upon spotting Igor on the motorcycle, she allegedly mistook him for the thief. Acting on this assumption, Carlos fired at Igor without confirming his identity.

Family members insist that Igor had no involvement in the alleged theft. They emphasize that Igor was simply commuting home from work and had no prior criminal record. “He was on his way home after a long shift. He didn’t deserve this,” said Marina Moura, Igor’s wife. “He’s a hardworking man who juggles three jobs to provide for our family.”

Marina described Igor as a dedicated father and husband, expressing deep frustration over the incident. “When he woke up in the hospital, the first thing he asked about was our son. He said, ‘I didn’t do anything wrong,’” she recounted tearfully. “This isn’t just a mistake. It’s injustice and racism. The bullet always seems to find a Black body.”

The Aftermath: Hospitalization and Custody

Igor remains in critical condition at Hospital Getúlio Vargas after undergoing surgery. Doctors had to remove one of his kidneys due to the severity of the injury, and his stomach and intestines were also severely damaged. Despite his life-threatening condition, Igor was placed under police custody at the hospital, further inflaming tensions surrounding the case.

Footage from security cameras, shared by Igor’s family, reportedly shows him boarding the ride-hailing motorcycle near the bar where he worked, undermining claims that he had been involved in any criminal activity. These images have fueled public outcry and intensified calls for accountability.

Disputed Accounts and Inconsistent Statements

The retired officer, Carlos Alberto, told investigators that he believed Igor was armed and had seen a gun in Igor’s hand during the incident. He also claimed that bystanders had informed him of a “motorcycle robbery spree” happening nearby. However, police reports indicate that no weapon was found at the scene, and no stolen cellphone was recovered from Igor.

Carlos’s wife initially identified the motorcycle driver as the individual involved in her cellphone theft but later retracted her claim that Igor was one of the assailants. Despite this, Igor remains under police custody, a decision that has drawn sharp criticism from civil rights groups.

Family’s Plea for Justice

The case has quickly become a flashpoint in Rio de Janeiro, highlighting issues of racial profiling and police violence. Igor’s cousin, Pâmela, voiced her outrage, accusing the retired officer and his wife of “playing vigilante.” “They saw a Black man on a motorcycle and assumed he was guilty. They decided to take justice into their own hands without evidence,” she said.

Pâmela also criticized the broader systemic issues that allow such incidents to occur. “We see this happen time and time again. Black men are criminalized on sight, and the justice system often protects those responsible for these tragedies,” she added.

Civil Rights Groups Step In

The Comissão Popular de Direitos Humanos (Popular Human Rights Commission) has taken up Igor’s case, demanding transparency in the investigation and calling for accountability. Representatives from the organization visited the 22nd Police Precinct in Penha, seeking clarity on why Igor remains under custody despite the lack of evidence against him.

The Commission has also raised concerns over the police’s handling of the incident, questioning why the retired officer was allowed to act without properly identifying a suspect before opening fire. “This is a clear violation of human rights and due process,” said a spokesperson from the organization.

Public Reactions and Calls for Reform

The incident has sparked widespread outrage on social media, with hashtags like #JustiçaPorIgor (Justice for Igor) trending across Brazil. Activists, politicians, and celebrities have expressed solidarity with Igor’s family, calling for comprehensive reforms to address police misconduct and racial profiling.

“This is not an isolated case. It reflects a systemic issue in Brazil where Black lives are undervalued, and police violence goes unchecked,” tweeted a prominent activist. “We demand justice for Igor and for all the victims who have suffered under this brutal system.”

Police and Government Response

The Polícia Militar issued a statement confirming that the incident is under investigation but refrained from commenting on the actions of the retired officer. The Polícia Civil also stated that they are reviewing security footage and gathering witness testimonies to establish a clearer timeline of events.

However, both agencies have come under fire for their perceived inaction and for allowing Igor to remain in custody despite the conflicting accounts. Critics argue that the police’s handling of the case reflects a broader issue of systemic bias within law enforcement.

Broader Implications: Race, Violence, and Miscarriage of Justice

Igor’s shooting has reignited national debates around race and policing in Brazil, a country where police violence disproportionately affects Black communities. According to data from the Brazilian Forum on Public Security, Black Brazilians represent over 75% of victims of police killings, despite making up roughly 56% of the population.

Experts point out that incidents like Igor’s highlight the dangers of implicit bias and racial profiling within Brazil’s law enforcement agencies. “The assumption that a Black man on a motorcycle must be a criminal speaks to the deep-rooted racism in our society,” said a criminologist from the University of São Paulo.

Looking Ahead: What’s Next for Igor and His Family?

Igor’s family remains hopeful for justice, though they are acutely aware of the uphill battle they face. Marina Moura has vowed to fight for her husband’s name to be cleared, while also focusing on his recovery. “Right now, all I want is for him to survive. But after that, I want those responsible to be held accountable,” she said.

As public pressure mounts, legal experts believe that the case could set a significant precedent for holding off-duty officers accountable for misconduct. Meanwhile, civil rights groups continue to push for systemic reforms to ensure that tragedies like Igor’s become a thing of the past.
