The transition to the new Placa from Identificação Veicular (PIV) standard, known as the Mercosul plate, continues to raise questions among vehicle owners across the country. Embora the model has been a reality for a few years, the obligation to adopt it does not apply to the entire fleet immediately, but is linked to specific situations that require updating the document and identification of the car or motorcycle.

The implementation, regulated by Conselho Nacional of Trânsito (Contran), aims to modernize and unify vehicle identification between countries in the economic bloc, in addition to incorporating new security elements to combat fraud, such as cloning and theft. Para For drivers who still use the gray plate, the old model, it is essential to understand under which circumstances replacement becomes compulsory to avoid irregularities and fines.

The main rule is that the old license plate remains valid indefinitely, as long as the vehicle does not go through any of the administrative processes that trigger the requirement for exchange. Portanto, there is no general deadline for all cars in circulation to adopt the new standard. The change is gradual and occurs as the fleet is renewed or undergoes registration changes.

Situations that require the new plate

Switching to the Mercosul pattern is mandatory in a well-defined set of events. The first and most common is when registering a new vehicle, which leaves the dealership with the new license plate. Outra situation that requires change is the transfer of ownership. When selling a vehicle that still has a gray license plate, the new owner must re-register in the Mercosul standard to complete the transfer process.

Likewise, changing the municipality or state of vehicle registration also requires the adoption of the new license plate. If an owner moves and needs to transfer their car registration to the new location, updating the vehicle identification is an integral part of the procedure. The rule also applies to cases of vehicle category change, such as a passenger car that is converted to a taxi or app transport, or vice versa. Finally, if the old plate is damaged, stolen or lost, it must be replaced with the new model.

What changes in the appearance of vehicle identification

The design of the Mercosul board brought significant changes compared to the previous gray model. The new plate adopts an alphanumeric sequence composed of four letters and three numbers, in a format that allows a much greater number of combinations, guaranteeing unique identifications for many decades.

One of the most notable changes was the removal of the seal and the label that identified the municipality and state of registration. In its place, the plate has a blue upper band with the Mercosul emblem, the name “Brazil” and the country’s flag. Security was reinforced with the inclusion of a QR Code, which stores information about the vehicle and allows inspection agents to verify its authenticity.

Recently, a legislative debate gained momentum to reintroduce origin identification on the item. Projeto of The proposal now awaits analysis in Câmara of Deputados and, if approved, the layout may be changed again to include this information, in response to a request from public security authorities and the population.

Colors indicate vehicle category

An important feature maintained and adapted in the Mercosul standard is the use of colors to differentiate vehicle categories. Essa quick visual identification assists in traffic inspection and the correct application of regulations for each type of use.

For private vehicles, the color of the characters is black. Já commercial vehicles, such as taxis, buses and rental trucks, use red characters, facilitating the identification of paid transport of passengers or cargo.

Official vehicles, belonging to government bodies, have the characters in blue. Cars belonging to diplomatic missions, consulates or international organizations are identified by their golden color.

There are also special categories: the green color is intended for test or experimental vehicles by manufacturers and workshops, while the silver (gray) color is reserved for collector vehicles, with more than 30 years of manufacture and a high level of originality.

Security advantages of the Mercosul pattern

The main innovation of the Mercosul standard lies in its advanced security features, designed to make it difficult for criminals to act and increase the traceability of the national fleet. The central element of this modernization is the QR Code engraved on the plate. When scanned by a smartphone with an authorized application, the code instantly reveals the vehicle’s essential data, such as make, model, year, color and any records of theft or theft. Essa technology creates a digital link between the physical card and the information recorded in the Sistema Nacional’s Trânsito databases, making cloning a much more complex and risky process. Além of QR Code, the plates have other security features, such as watermarks and an exclusive graphic design that makes counterfeiting difficult. Desde its implementation, public security agencies report a significant drop in vehicle cloning rates, as quick and efficient verification in checkpoints and inspections allows inconsistencies to be identified immediately, protecting owners and assisting in the recovery of stolen vehicles.

Costs and registration process

The cost for issuing the Mercosul license plate can vary considerably between Brazilian states, as there is no nationally set value. Prices are defined by stamping companies accredited with Departamentos Estaduais of Trânsito (Detrans).

With the increase in competition between these companies and the simplification of the process, which eliminated intermediaries, the average value has shown a downward trend in several regions of the country. When Para carries out the registration, the owner must first pay off all vehicle debts, such as fines and taxes, and obtain authorization for stamping from the local Detran, and then look for an accredited company to manufacture and install the plate.

Old license plates are still valid

It is crucial to emphasize that there is no obligation to exchange for owners of vehicles with a gray license plate that do not fit into the mandatory situations. Enquanto the vehicle remains with the same owner, in the same municipality and with the license plate in good condition, the old identification continues to be legally valid throughout the national territory, with no expiration date.
