The most recent release of Índice of Percepção of Corrupção brought worrying data about the integrity of the public sector in the The survey evaluated dozens of nations and indicated that the majority of countries failed to make significant progress in combating illicit activities in the last year, maintaining regional averages far below global governance standards. Enquanto the

Methodology and global context

The study uses a rigorous scale that ranges from zero to one hundred to classify the perception of integrity in the public sector, with higher scores indicating more transparent environments and less prone to misconduct. On the world stage, nations like Dinamarca and Finlândia continue to occupy the top of the list, setting the benchmark for compliance policies and state oversight.

In direct contrast to global leaders, the average obtained by Latin American countries signals persistent structural challenges that impede the region’s institutional and economic advancement. Analistas suggest that the lack of independence of the judiciary and the weakening of control bodies are determining factors for this stagnation, creating a vicious cycle that makes it difficult to implement lasting reforms.

Performance of Brasil and neighbors

Brasil presented a performance that places it in a low-intermediate position, totaling 35 points in the general ranking, which demonstrates continued difficulty in implementing effective transparency mechanisms. The Brazilian score surpasses nations like Equador and Panamá by a narrow margin, but the country still faces severe obstacles related to the autonomy of investigations.

Argentina and Colômbia appear with similar scores, indicating that the largest economies in América and Sul share similar bottlenecks in the management of public affairs. The Peru and El Salvador also appear in this intermediate block, facing political crises that directly reflect on the perception of honesty of their institutions before the international community.

The situation of México and Bolívia is even more delicate, with scores below the thirty-point line, which raises a warning about the capacity of these states to provide basic services without interference from vested interests.

Institutional crisis at the base of the table

At the lower end of the ranking, the situation is critical for countries where the rule of law has been severely compromised, resulting in alarming scores that indicate a breakdown in governance. Venezuela registers just 10 points, isolating itself as the worst-case scenario assessed on the continent, closely followed by Nicarágua and Haiti, which face acute deterioration in their justice and public security systems.

Honduras and Paraguai also appear among the worst evaluated, forming a group where impunity is perceived as the rule and not the exception. Especialistas point out that the persecution of political opponents and the co-option of democratic institutions by power groups are common characteristics of these nations, driving away foreign investment and harming social development.

Leadership and positive exceptions

Contrary to the setback observed in much of the region, Uruguai consolidates its leadership with 73 points, demonstrating the solidity of its democratic institutions and the effectiveness of its internal control mechanisms. The country stands out not only in the Latin context, but also in global comparisons, serving as a model for neighbors seeking to strengthen their democracies.

Chile appears next with 63 points, followed by Costa Rica with 56, forming the small group of Latin nations that manage to maintain integrity levels comparable to some developed countries. Esses results reinforce the thesis that maintaining functional checks and balances is essential to guarantee trust in public administration.
