In one of her final actions as Director of National Intelligence, Tulsi Gabbard declassified and released documents highlighting Dr. Anthony Fauci’s involvement in discussions related to the government’s COVID-19 origins investigation. The release came as Gabbard prepares to leave the position amid an intense battle over her successor, with Bill Pulte set to assume interim leadership despite widespread bipartisan criticism over his qualifications. Gabbard’s document dump underscores her effort to cement questions about federal virus research funding and pandemic origins as part of her legacy atop the intelligence community.

The timing of the release coincides with Jay Clayton’s stalled confirmation process. Clayton, an attorney and former Securities and Exchange Commission chairman nominated by President Trump to permanently lead the Office of Director of National Intelligence, has seen his appointment delayed after the president held up the nomination to pressure Congress on voter identification legislation. This has created a leadership vacuum that Pulte will temporarily fill, raising concerns among lawmakers from both parties.

Lawmakers from both parties express alarm over Pulte’s interim appointment

Bill Pulte, a construction businessman and former director of the Federal Housing Finance Agency, faces intense scrutiny as he prepares to take temporary control of America’s intelligence apparatus. His tenure at the housing agency drew controversy over allegations that he used his authority to target political opponents of the president, amplifying concerns that he might weaponize intelligence agencies during his interim period.

Senate Majority Leader John Thune voiced direct opposition, stating the intelligence community needs professionals rather than a weaponized director. Other prominent Republicans including Senators John Cornyn, Bill Cassidy, Lisa Murkowski, Susan Collins and Thom Tillis have publicly expressed opposition or serious concerns about Pulte assuming control of the Office of Director of National Intelligence. The criticism centers on two main issues: his complete lack of intelligence experience and fears about potential politicization of sensitive national security operations.

Democratic senators share similar reservations. Elizabeth Warren, Dick Durbin, Sheldon Whitehouse, Richard Blumenthal, Gary Peters, Adam Schiff, Mark Warner and Ron Wyden have all raised alarms that Pulte could turn intelligence resources against the president’s political adversaries. This rare bipartisan alignment highlights the depth of concern over Pulte’s qualifications and potential actions in the role.

Declassified documents reveal intelligence community’s internal debate over Fauci’s role

The documents released by Gabbard include previously classified materials showing intelligence officials considered but ultimately rejected Fauci as an outside reviewer for their COVID-19 origins assessment. Officials warned that including him would create the appearance of a conflict of interest, given his prominent role in the pandemic response and connections to virus research funding. The materials reveal internal deliberations about whether to follow Fauci’s recommendations on expert witnesses for the investigation.

In email exchanges contained in the release, one intelligence official leading the 90-day presidential COVID origin study wrote about receiving recommendations from Fauci regarding scientists who should be interviewed. Another official questioned whether it was appropriate to take guidance from a “policymaker” like Fauci when conducting internal intelligence assessments, particularly given the strong opinions and public statements various parties had made about the virus’s origins.

  • Intelligence officials debated Fauci’s role as either policymaker or subject matter expert
  • Some argued his coronavirus expertise made his input valuable regardless of position
  • Others warned his involvement could compromise the assessment’s perceived independence
  • The exchanges show tension between leveraging expertise and maintaining analytical objectivity

A responding official defended consulting Fauci, arguing he should not be considered a policymaker in this context but rather a subject matter expert with extensive knowledge about current and historical coronavirus research. The official wrote that Fauci likely knew better than most who the real coronavirus experts were, making his outreach suggestions valuable to the investigation.

Release amplifies claims of undue influence over COVID origins assessment

Gabbard’s document release appears designed to bolster previous whistleblower allegations that Fauci exerted inappropriate influence over the intelligence community’s COVID-19 origins assessment. A Central Intelligence Agency whistleblower had previously claimed such interference occurred, accusations that conservative lawmakers have pursued through congressional investigations.

During the pandemic, conservatives alleged that Fauci and other public health officials downplayed or actively steered scrutiny away from the laboratory leak theory, despite American financial connections to coronavirus research in Wuhan, where the disease first emerged. The Office of Director of National Intelligence press release accompanying the documents makes explicit claims that Fauci worked with politicized career intelligence leadership to suppress truth about the virus’s lab-leak origins and his role in directing federal funding for dangerous research.

The release also accuses Fauci of lying to Congress in 2024 when he testified under oath that he had no knowledge of or participation in discussions with intelligence officials about viral research. The newly declassified emails appear to contradict that testimony, showing Fauci engaged directly with intelligence officials conducting the origins investigation and provided recommendations on which scientists should be consulted.

Political standoff over permanent nominee creates extended uncertainty

Jay Clayton’s confirmation as permanent Director of National Intelligence remains blocked as President Trump continues leveraging the nomination to pressure Congress on voter identification legislation. Political observers note that Clayton would likely face significantly less opposition from senators than Pulte, given his legal background and previous Senate-confirmed position as Securities and Exchange Commission chairman. However, the upper chamber has shown no willingness to advance the president’s voter identification measure, creating an impasse.

This standoff sets the stage for a prolonged period of Pulte’s interim leadership, extending the concerns lawmakers have raised about potential politicization of intelligence operations. The situation represents an unusual collision of presidential nomination strategy, legislative priorities, and national security leadership stability. Gabbard’s departure from the position is driven by personal circumstances, as she leaves to care for her husband who is battling a rare form of cancer.
