Russian military forces launched a new cruise missile offensive against the coastal region of Odessa, in southern Ukraine, during the night of July 10. The targeted attack hit the city’s port complex hard, resulting in the tragic death of a civilian worker and causing significant devastation to logistics facilities. This maritime hub represents one of the most vital arteries for the economic survival of the invaded country, functioning as the main outlet for the international market of grains, seeds and other agricultural products essential for global food security.

The nighttime attack generated an immediate response from emergency teams, who had to deal with multiple fires spread across the boarding area. The systematic destruction of export terminals has been a recurring tactic in the conflict, aimed at stifling the Ukrainian government’s revenue capacity and creating bottlenecks in the global supply chain. The direct impact of the projectiles destabilized night operations, forcing the temporary halt of loading activities on merchant ships waiting on the Black Sea coast.

Rescue and flame control operation at marine installations

Oleg Kiper, the main Civil Defense official in the Odessa region, reported that the trajectory of enemy weapons indicated a clear and premeditated target: the backbone of the export infrastructure. The violent impact of the warheads ruptured metal structures and started large flames in critical sectors of the port. Fire brigades and specialized rescue teams were quickly dispatched to the scene, managing to contain the spread of the fire before it reached storage areas for even more flammable materials.

The Administration of Sea Ports of Ukraine, the state body responsible for managing the complex, issued a statement confirming the loss of one of its employees. The victim worked as a dock operator and was carrying out his duties at the time the missiles reached the perimeter. The government agency highlighted that, in addition to the irreparable human loss, the bombing pulverized highly specialized equipment used in the daily movement of heavy loads, machinery that has a high replacement cost and requires months to be manufactured and installed.

One of the transshipment terminals suffered severe structural damage after being consumed by fire generated by the explosion. Directors of the port authority came out to pay tribute and thank the tireless efforts of rescuers, electrical engineers and occupational safety professionals. These workers worked throughout the night in conditions of extreme risk to stabilize the port’s electrical grid, eliminate secondary dangers from the attack and ensure that unaffected areas could resume their operations with as little safety as possible.

Logistical losses and the direct impact on the Ukrainian economy

Deputy Prime Minister for Reconstruction and Minister of Community and Territorial Development of Ukraine, Oleksiy Kuleba, provided a more detailed overview of the extent of material destruction. According to the high-ranking government representative, the offensive was not limited to destroying cranes and transport conveyors. The explosions also seriously compromised production facilities and administrative offices belonging to private operators who lease space at the port, paralyzing the bureaucracy necessary for the customs clearance of goods.

The shock wave caused by the cruise missiles was strong enough to reach and damage accommodation and residential facilities located close to the port area. The destruction of these spaces directly affects the logistics of rest and shift changes for dockers and sailors. The loss of specific machinery for loading cereals means that, even with ships docked, the time needed to fill the vessels’ holds will increase drastically, generating fines for delays and making international sea freight more expensive.

Opening of an inquiry to investigate possible war crimes

The legal consequences of the attack began to be traced in the early hours of the following morning. Inna Verba, who serves as spokesperson for the Odessa Regional Prosecutor’s Office, officially confirmed the identity of the fatal victim as a 50-year-old man, a civilian worker with no connection to the armed forces. The death of a non-combatant at his workplace prompted an immediate response from the Ukrainian justice system, which seeks to document all violations for future international tribunals.

Given the seriousness of the facts and the civil nature of the target, the Public Prosecutor’s Office opened formal criminal proceedings. The investigation fell under Part 2 of Article 438 of the Criminal Code of Ukraine. This specific legislation addresses violations of the laws and customs of war that result in intentional killing. The prosecution’s objective is to gather fragments of the missiles, satellite images and witness statements to prove that the Russian army deliberately targeted a civilian structure, which contradicts the Geneva conventions.

Recent history of bombings intensifies the alert on the Black Sea coast

The cruise missile attack is part of an ongoing escalation of violence that has terrified residents of the coastal region. Just a few days earlier, on the night of July 6, Odessa’s airspace had already been invaded by swarms of kamikaze drones launched by Russian forces. This previous offensive focused on densely populated areas, spreading panic among the civilian population and forcing thousands of people to seek shelter in underground stations and fortified basements.

During the unmanned aerial vehicle attack, the destruction struck directly at the heart of urban life. Multi-story residential buildings had their facades ripped off, and a student dormitory suffered considerable structural damage. A 21-year-old young man, who was inside his own home, was hit by multiple shrapnel generated by the interception of one of the drones, requiring emergency surgery. The scene on the streets the following day was one of devastation, with dozens of charred passenger vehicles in open-air parking lots.

The sum of these violent events in a short space of time highlights a strategy of continuous erosion against the infrastructure and morale of the population of Odessa. The preliminary survey by local authorities points to a clear pattern of destruction that affects multiple sectors of society simultaneously. The main damages recorded in this week of intense attacks include:

  • Destruction of specialized machinery and cranes essential for moving cargo at export terminals.
  • Large fires in logistics storage areas and administrative offices at the port.
  • Severe structural damage to residential complexes, dormitories and civil garages throughout the city.
  • Loss of human life and serious injuries caused by projectile shrapnel in non-military areas.

The international community is following with apprehension the development of this bombing campaign against Odessa. Protecting this maritime route is not just a matter of territorial sovereignty for the government in Kiev, but a fundamental pillar to avoid global food prices. While engineers work around the clock to repair the damaged terminals, the city’s anti-aircraft defense remains on high alert, anticipating that the port will remain one of the priority targets in the neighboring country’s military strategy.
