Why does Apple act against Telegram but not against X?

Tech giant Apple is facing questions about the consistency of its content moderation policies on the App Store. A recent analysis highlights the disparity in the treatment given to applications such as Telegram and X, formerly known as Twitter, raising discussions about the company’s criteria for applying sanctions.

While Telegram has already been the target of bans and threats of removal, X, even with recent changes that loosened its content moderation and allowed the proliferation of problematic material, has not suffered a complete ban from Apple’s platform. This dichotomy points to complexity in the application of rules.

Apple’s App Store operates under a strict set of guidelines designed to protect users, especially from illegal or harmful content. These standards cover everything from data security to prohibition of material containing child pornography and hate speech. Apps that fail to comply with these rules are subject to review and, in extreme cases, removal from the store.

The company maintains that its policies are universal and applied equally to all developers, regardless of the app’s size or popularity. However, public perception and some analysis suggest that enforcement may vary in response to different types of breaches or the responsiveness of each platform.

History of tensions with Telegram

Telegram, known for its encryption and sometimes less moderation compared to other messengers, has faced several interventions from Apple over the years. The platform has been temporarily banned from the App Store on occasions, mainly for failures to promptly remove explicit content such as child pornography, following reports and warnings from Apple.

In each of these episodes, Apple demanded that Telegram implement more effective moderation measures. The platform’s initial resistance to fully adapting to the technology giant’s requirements often resulted in ultimatums and, sometimes, specific removals, forcing the application to review its practices to remain available.

Apple’s approach to X

Since Elon Musk took over X, the platform has undergone significant changes to its content moderation policies, which have resulted in an increase in hate speech, misinformation and other objectionable material, according to multiple reports. Despite these widespread concerns, X has not been the subject of a direct ban from the App Store.

Apple, however, has not remained completely inactive. There were reports that the company had threatened to remove X from the store or delayed app update approvals in response to concerns about moderation. These actions, although less drastic than a ban, demonstrate that Apple is maintaining pressure on the platform, but with a different threshold.

Possible reasons for the difference in treatment

The distinction in treatment between Telegram and X can be attributed to several factors. One is the nature of the violations: while Telegram has been repeatedly penalized for content deemed explicitly illegal, such as child pornography, concerns about X often revolve around hate speech and misinformation, which, while problematic, can have a greater degree of legal ambiguity.

Another crucial point is market weight. X, as one of the largest social networks in the world, has a much greater influence and number of users than Telegram, giving it different negotiating power. Banning X could have much broader commercial and political implications for Apple, leading to a more cautious and gradual approach.

Each developer’s willingness to cooperate with Apple’s demands also plays a role. Even though X has relaxed its policies, the company may have demonstrated, at other times, a greater willingness to dialogue and implement some changes to avoid direct confrontation, while Telegram has adopted more challenging stances in the past.

The situation highlights the significant power that companies like Apple wield over the digital ecosystem, acting as true “gatekeepers” for billions of users. The way they apply their guidelines has a direct impact on freedom of expression, online security and the dynamics of competition between platforms.
