Petrobras has achieved a significant operational milestone, successfully restoring production at its Tupi field in the pre-salt layer of the Santos Basin to over 1 million barrels per day. This resurgence marks a pivotal moment for one of Brazil’s most strategic oil assets.

The impressive output level was re-established on Friday, February 9, demonstrating the efficacy of recent investments aimed at bolstering the field’s productivity. This development signals a strong recovery trajectory for Tupi, a cornerstone of the nation’s energy production.

Magda Chambriard, president of the state-owned oil company, confirmed this achievement on Tuesday, February 13, highlighting it as a direct outcome of a dedicated corporate effort to revitalize the asset. The field, once Brazil’s largest, had experienced a period of decline before this concerted recovery.

Revitalizing a key asset

The state-owned oil company’s president, Magda Chambriard, announced the successful recovery of Tupi’s productivity. She emphasized this marks a concerted effort by the company’s teams to restore Tupi, once Brazil’s largest field, which had experienced a decline and was subsequently surpassed by the Búzios field in production. This resurgence signifies more than just a numerical achievement; it represents the reclaiming of a symbolic asset for the nation, highlighting Petrobras’s relentless pursuit of growth and enhanced operational benchmarks across its portfolio.

The crucial milestone of exceeding one million barrels per day was attained following the successful interlinking of eleven new wells in Tupi throughout 2025. These additions bring the total number of drilled wells in the field to 150, showcasing a robust strategy of infrastructure development and optimization. Such concentrated efforts underline the company’s commitment to maximizing the output from its high-potential pre-salt assets, leveraging advanced technologies and meticulous planning to reverse previous production trends and secure future energy supplies.

Strategic investments drive future growth

Petrobras is actively exploring the development of additional wells within the Tupi field as part of its long-term strategic planning. This includes a comprehensive evaluation of constructing a new production platform, potentially becoming operational from 2031 to further expand the field’s capacity and extend its productive life.

Concurrently, plans are underway to extend the operational lifespan of some of the nine existing platforms currently operating in Tupi. These initiatives are designed to ensure the continuous generation of value from this prolific asset, maintaining its significant contribution to the company’s overall production targets and securing a stable revenue stream for years to come.

The implementation of these ambitious projects remains contingent upon securing necessary approvals from Petrobras’s consortium partners—Shell and Galp—and obtaining regulatory consent from Brazil’s National Agency of Petroleum, Natural Gas and Biofuels (ANP). This critical regulatory oversight includes the evaluation and approval of requests for extending existing production licenses, ensuring compliance with all operational and environmental standards.

Pre-salt: A global competitive frontier

In an official statement, Petrobras underscored that Tupi’s return to the one-million-barrel-per-day threshold reaffirms the pre-salt layer’s status as one of the most competitive and strategically important oil frontiers in the global industry over the past sixteen years. The company currently operates 57 production platforms, with a significant 28 of these exclusively dedicated to pre-salt operations. This segment of the industry has demonstrated remarkable growth, achieving an accumulated production of 7 billion barrels of oil by January 2025. The success of the pre-salt region is primarily driven by three colossal fields: Tupi itself, Búzios—renowned as the largest ultra-deepwater field globally—and Mero, all of which continue to play a pivotal role in Brazil’s energy landscape and contribute substantially to the nation’s hydrocarbon output. Their combined capacity solidifies Brazil’s position as a major player in the international oil market, attracting significant global investment and expertise into the country’s energy sector.

Tupi’s journey to production peaks

The Tupi field first reached the impressive production level of one million barrels per day back in 2019. This earlier achievement marked a significant moment in the development of Brazil’s pre-salt reserves, demonstrating the immense potential contained within these deepwater geological formations and setting a high benchmark for future exploration and extraction efforts across the region.

After that initial peak, the field experienced a period of declining output, primarily due to natural reservoir depletion and the need for new technological interventions. However, the recent strategic investments and operational enhancements, including the interlinking of new wells, have successfully reversed this trend, restoring Tupi to its previous high-performance benchmarks and solidifying its role as a cornerstone of national oil production.

Collaborative efforts and regulatory landscape

Tupi, recognized as the first high-productivity pre-salt field, operates under a consortium model. Petrobras leads operations, holding a substantial share, alongside its key international partners who contribute significantly to its success.

Shell and Galp are integral members of this consortium, contributing expertise and capital to the field’s development and ongoing operations. Their collaboration is essential for the sustained success and expansion of Tupi’s production capabilities, sharing both the risks and rewards of this complex undertaking.

Any major development, such as the construction of new platforms or the extension of operational licenses, necessitates thorough review and approval from these partners. This collaborative governance ensures alignment on strategic decisions and significant capital expenditures, fostering a stable and coordinated operational environment.

Furthermore, Brazil’s ANP plays a crucial supervisory role, providing the necessary regulatory oversight and granting permits for all exploration and production activities within Tupi. This includes evaluating requests for extending existing production licenses to ensure compliance with stringent environmental, safety, and technical standards, safeguarding sustainable resource management.

Global energy and market context

The resurgence of Tupi’s production contributes significantly to Brazil’s position in the global energy market. This comes at a time when energy security and diversified supply chains are paramount for industrial nations worldwide, reinforcing the importance of stable and high-volume producers like Petrobras.

This boost in domestic production also strengthens Brazil’s energy independence and economic stability. It provides a reliable source of revenue for the government and supports numerous related industries, impacting the national economy positively amidst fluctuating global oil prices.
