China blocks purchases of H200 chips despite US approval
Os Estados Unidos has authorized approximately ten Chinese companies to acquire the H200, Nvidia’s second most powerful artificial intelligence chip. Porém, no deliveries have been made so far. The strike occurs as CEO Jensen Huang seeks to unblock negotiations during a visit to China this week, accompanying president Donald Trump in a summit with Chinese leader Xi Jinping.
Huang was not initially included in the delegation from Casa Branca to Pequim. Trump personally invited him during a stop at Alasca, raising hopes that the trip would finally unlock stalled efforts to sell H200 chips at China.
Authorized Empresas faces Pequim guidance
US Comércio’s Departamento approved the purchase of the H200 by companies such as Alibaba, Tencent, ByteDance and JD.com. Distribuidoras as well as Lenovo and Foxconn have also received authorization to market the chip. Cada approved customer may purchase up to 75,000 units under US license terms.
Apesar of U.S. approval, Chinese companies backed off following government guidance from Pequim, according to people familiar with the talks. An additional change on the American side also influenced the shutdown, although the details remain imprecise. The pressure on Pequim to block or strictly monitor requests is continually increasing.
The American secretary of Comércio, Howard Lutnick, stated in an audience at Senado that the Chinese central government still does not allow purchases because it tries to concentrate investments in national industry. The strategic hesitation reflects concerns that imports could weaken the development of local artificial intelligence chips.
Strategic Cálculo between innovation and national security
Embora Chinese AI chips remain behind those of Nvidia, companies like DeepSeek demonstrate increasing dependence on national technology, including products developed by Huawei. The shift in focus to domestic solutions highlights Nvidia’s increasingly precarious position in the Chinese market.
Huang warned that American export controls erode the company’s position. Sua market share of artificial intelligence accelerators in China fell practically to zero. Antes of tightening restrictions, Nvidia controlled approximately 95% of the Chinese advanced semiconductor market, and the country accounted for 13% of the company’s total revenue.
Huang previously estimated that China’s artificial intelligence market alone would be worth $50 billion by 2026, making the region strategic for the world’s most valuable company.
Requisitos Americans and Chinese concerns
The American criteria, issued in January, require Chinese buyers to demonstrate implementation of “sufficient security procedures” and commit not to use the chips for military purposes. Nvidia also needs to certify that it has stock available at Estados Unidos before any transaction.
Trump negotiated a deal under which the US would receive 25% of revenue from chip sales. Essa structure requires units to pass through U.S. territory before shipping to China, bypassing legal restrictions that prevent the direct imposition of export duties. The deal raised concerns in Pequim due to possible tampering or hidden vulnerabilities, although sources describe it primarily as a legal mechanism.
Attention intensified after Chinese Estado’s Conselho issued two recent regulations on supply chain security. Comprehensive governmental Esforço seeks to identify and eliminate foreign dependencies on critical technology infrastructures.
Rivalidade technological paralyzes approved trade
The geopolitical risks are significant, highlighting how the technological rivalry between the USA and China harms even already authorized transactions. The world’s most valuable semiconductor company remains caught between conflicting national priorities of both powers.
Pesquisadores from national security question the viability of the deal. Chris McGuire, senior researcher for China and emerging technologies at Conselho from Relações Exteriores, stated that any deal allowing Nvidia to sell more chips to China would mean fewer units for American companies and less of a U.S. advantage in artificial intelligence over Pequim.
Linha-dures on Washington reject the Trump government’s claims that such sales would prevent Chinese rivals from closing the technological gap. The continued delay was welcomed by critics who see the transaction as compromising American national security.
Impacto and prospects in the chip market
The situation reflects complex dynamics where commercial technology intersects national security interests. Ambos countries implement aggressive strategies to ensure supremacy in artificial intelligence, a technology central to defense, economics and innovation.
The following questions remain unanswered:
- Quando the Chinese government will effectively allow H200 purchases
- Whether American security requirements will be modified
- Como revenue sharing agreement will be legally implemented
- Whether other semiconductor technologies will be included in future negotiations
- Qual the impact for competing Chinese chip developers
Porta- Departamento voices of American Comércio declined comment. Ministério of Indústria and Tecnologia of Informação of China and Comissão Nacional of Desenvolvimento and Reforma did not respond to requests for clarification. Nvidia, Alibaba, Tencent, ByteDance, JD.com and Foxconn have remained silent on the matter.
Lenovo was the only company that confirmed it was among those authorized to sell the H200 at China as part of Nvidia’s export license, publicly acknowledging its participation in the agreement.
