Federal deputy Hugo Motta (Republicanos-PB) acknowledged having traveled to the Portuguese capital, Lisbon, using a private jet belonging to banker Daniel Vorcaro, following an invitation made by senator Ciro Nogueira (PP-PI). The parliamentarian also confirmed that the same banker was responsible for paying for his stay at a luxurious hotel in the city, as had already been indicated in investigations by the Federal Police.
Motta’s statement came to light after the Federal Supreme Court (STF) authorized the breach of confidentiality of previously confidential documents, which were forwarded by the Federal Police (PF) in the context of the case involving Vorcaro.
This set of information is part of the vast material collected during Operation Compliance Zero, an investigation that investigates possible financial irregularities and fraud schemes linked to Banco Master.
Contrary to the version presented by Motta, who mentioned the banker paying just two nights a day in the European capital, the PF investigators obtained different data. The corporation’s report indicates that Vorcaro would have paid for five days’ accommodation, while the hotel invoice records a total of seven nights, a disparity that represents a crucial point for the complete elucidation of the facts investigated.
Details of the investigation conducted by the Federal Police
In the content of the document prepared by the Federal Police, there is mention of dialogues between Vorcaro and one of his assistants, in which the then banker expressed the need for two rooms in the city, specifically for “Ciro and Hugo”.
The identification of “Ciro” points to senator Ciro Nogueira (PP-PI), to whom, as interpreted by the investigators, Vorcaro would be granting “privileged treatment”, which included the cost of international travel, accommodation and meals in luxury establishments for the politician.
A few days after these conversations about the trip to Lisbon, Vorcaro’s assistant confirmed the availability of two suites at the prestigious Four Seasons hotel. During the exchange of messages, the assistant asked Vorcaro to send “the list of men”, to which the banker responded with a list of names that included both Ciro Nogueira and Hugo Motta.
The police officers also point out that, in the same communication, Vorcaro sent an audio to his assistant, requesting special attention to privacy and security issues during the stay. “Leo, I really need you to pay attention to the security issue. The city is crowded, I was there just now. I had a meeting there at the club. You have to make sure that the place in front of the restaurant is also privatized because otherwise you can see everything inside. There has to be someone down there, when you get out of the elevator you can see everything, who is there, what is happening”, declared Vorcaro in the audio, receiving the confirmation “Okay.” of the assistant.
The Federal Police proceeded to cross-reference the information contained in the messages with several documents extracted from Vorcaro’s emails, including an invoice detailing a trip taken to Lisbon in June 2024, identified by the corporation as being the same one mentioned in the conversations.
“The comparison of these data with the dialogues held in the same period, as already mentioned, offers coinciding elements that strengthen the conclusion that certain payments refer to the accommodation of Ciro Nogueira and Hugo Motta”, states the report. The PF calculated that the daily rates, in this specific case, totaled EUR 3,155.71, a value equivalent to approximately R$ 18,256.21 at the exchange rate at the time.
Located in one of the most noble and valued areas of Lisbon, the Four Seasons Hotel Ritz Lisbon boasts a five-star rating, being an icon of luxury. The building harmoniously combines elements of Art Deco architecture with features of the Louis XVI style, and houses inside one of the most significant private collections of Portuguese art from the 20th century, with works such as sculptures, paintings and tapestries distributed throughout its spaces.
