The city of Santos is preparing for a significant urban transformation with the injection of R$1 billion into a project focused on sport and tourism. Businessman Neymar da Silva Santos, father of the striker revealed by the local club, heads the group responsible for building a multipurpose arena and a unit at the Hard Rock Hotel. The initiative aims to diversify the economy of the coastal municipality, attracting a constant flow of visitors throughout the year.

The chosen land is on the banks of Rodovia Anchieta, the main logistical link between Baixada Santista and the capital of São Paulo. This strategic location facilitates the movement of thousands of people without overloading the city’s internal traffic. The municipal government is already working on releasing the environmental licenses and permits necessary for the machines to begin operating on site.

The official schedule establishes the start of interventions on the ground in 2025. Full delivery of the complex is scheduled for 2028, after a series of rigorous operational safety tests. During this three-year period, the city’s entrance landscape will undergo a complete architectural redesign.

Expanded capacity and cutting-edge technology in the new stadium

The complex’s main equipment will be a stadium designed to accommodate 45,000 seated spectators. This capacity meets FIFA’s demanding specifications for high-level international competitions. The structure exceeds the current capacity of the Urbano Caldeira stadium by almost three times, which currently houses just over 16 thousand fans on its maximum capacity days.

To ensure the versatility of the space, the engineers opted for a fully retractable synthetic lawn. This technological mechanism makes it possible to collect the playing field in a few hours to set up musical stages or corporate structures. This way, the sports surface does not suffer structural damage during music festivals or large trade fairs.

The architectural design seeks to transform the place into a hub of uninterrupted entertainment, functioning well beyond football match days. The business model follows the trend of large global arenas, where multifunctionality guarantees daily profitability per square meter built.

Projection of unprecedented revenue for Santos FC’s coffers

The board of Santos Futebol Clube sees the new equipment as a watershed for the finances of the sports institution. Internal calculations point to a jump in box office revenue, which should jump from the current level of R$20 million to around R$60 million each season. This financial increase will give impetus to the assembly of more competitive squads on the national scene.

The increase in audience capacity solves a historical problem for the team in continental competitions. Decisive matches of the Copa Libertadores require larger stadiums, which often forced the team to rent Pacaembu or Morumbi in the capital of São Paulo. Now, the team will be able to exercise control of the field in its own city during the acute phases of the South American tournaments.

Financial planning also encompasses the sale of the arena’s naming rights, a practice known in the corporate market as naming rights. The money from these long-term contracts will fund ongoing improvements to the football department’s infrastructure. The youth teams will also receive a share of these new resources to improve the training of young talents.

Maintenance of the historic Vila Belmiro and logistical integration

The inauguration of the giant arena will not decree the end of activities at the traditional Urbano Caldeira stadium. Vila Belmiro will continue to exist as an untouchable cultural and sporting heritage, preserving the memory of idols who marked the history of world sport. The balance between the glorious past and structural modernization guides the decisions of the club’s current management.

The old trapdoor will undergo specific maintenance to accommodate events with less public appeal. State championship games against teams from the interior, women’s tournaments and youth category matches will take place on the historic lawn. The local community will also continue to use the facilities for social events and charitable campaigns in the region.

The routine of the professional cast will gain important logistical reinforcement with the construction of training centers linked to the complex’s hotel network. Players will have direct access from the concentration suites to the physical activity fields. This architectural design reduces travel time in traffic and increases the rest and muscle recovery period for athletes.

International standard of accommodation with the Hard Rock brand

The tourism sector of Baixada Santista will gain a boost with the installation of the Hard Rock Hotel within the perimeter of the complex. The project foresees the construction of 402 housing units, divided between conventional rooms and high-luxury suites. The decoration will follow the chain’s established visual identity, displaying musical instruments and original clothes from world music stars.

The hotel’s leisure area was designed to keep guests within the resort throughout their stay on the coast. The terrace will house an infinity pool, providing a panoramic view of the urban fabric and the seafront. A body therapy and relaxation center will complete the package of services aimed at the well-being of visitors.

Gastronomy will occupy a prominent place in the hotel operation, with restaurants focused on the fusion of regional ingredients and foreign culinary techniques. Themed bars with daily live music will be open until the early hours of the morning. The central objective is to create an ecosystem where tourists consume entertainment, food and accommodation at a single address.

Origin of resources and distribution of billionaire capital

The economic viability of the work depends on a robust consortium formed by Brazilian and foreign investors. This union of capital dilutes the risks inherent to infrastructure projects of gigantic proportions. Elaborate financial engineering ensures that cash flow remains positive throughout the years of heavy construction.

The international contribution represents 40% of the total value, corresponding to R$400 million injected by investment funds from the Middle East. These Arab partners bring with them the technical knowledge acquired during the construction of the modern arenas for the World Cup in Qatar. Foreign expertise will help avoid delays and waste of materials on the construction site.

The majority of the budget, set at R$600 million, will exclusively cover the construction of the sports arena and its retractable lawn technology. The remaining R$400 million will cover expenses for the hotel tower, the paving of the large parking lots and the road access loops. Each penny has a destination strictly mapped out in the managing consortium’s spreadsheets.

Impact on the job market and sustainability practices

The movement of earth and the lifting of structures will inject immediate impetus into the job market on the coast of São Paulo. The consortium members estimate the opening of 1,800 direct and indirect job vacancies over the three years of construction. Human resources offices will prioritize hiring workers, engineers and suppliers residing in neighboring municipalities.

When the turnstiles start to rotate and guests first check in, the complex will require a permanent workforce of 1,700 employees. These professionals will work in the areas of security, cleaning, hospitality, gastronomy and technical maintenance. The creation of these permanent positions represents a direct relief for unemployment rates in the metropolitan region of Baixada Santista.

The architectural design incorporates strict guidelines for respecting the environment, adapting to global requirements for reducing carbon emissions. Ecological solutions implemented in the complex include:

  • Installation of a solar plant on the roof of buildings to meet part of the daily energy demand in a clean way.
  • Creation of underground reservoirs to capture, filter and reuse rainwater in bathrooms and for landscaping irrigation.
  • Use of construction materials with certification of origin and low environmental impact throughout the masonry phase.

The execution schedule progresses in stages well defined by the construction companies. The first quarter of 2025 will mark the earthworks of the land, followed by the concreting of the deep foundations in the second half. The year 2026 will be dedicated to assembling the arena’s steel skeleton, while 2027 will focus efforts on the hotel’s interior finishing and decoration, culminating in the official grand opening in 2028.
