Russia begins automatic granting of pensions in 2027, eliminating application requirements for citizens
From 2027, Russian citizens who reach legal retirement age will no longer need to worry about submitting applications or gathering documents to prove their right to the benefit. The Social Fund of Russia (SFR) will implement a new model, proactively calculating payments using information already available in various federal registries.
However, there will be some exceptions to this new process, covering those who worked abroad, in addition to certain categories of military personnel and public security professionals. The new system promises to significantly simplify access to retirement for the majority of the population, but it is crucial to understand how it works and who is eligible.
Transformations in the retirement model
Until the year 2027, the granting of pensions depended on an active request from the citizen: the future retiree received a notification of SFR eligibility through their personal account on the Gosuslugi portal and then needed to send a formal request accompanied by the necessary documentation.
Currently, the SFR already sends notices about eligibility for retirement, but for payments to begin, the citizen’s express consent is still essential, formalized through an application and the delivery of the required supporting paperwork.
From 2027 onwards, the allocation order will undergo an important update:
- SFR employees will check prospective retirees’ data in federal records 30 days in advance of the date retirement age will be reached.
- If all conditions are in accordance with the rules (requiring a minimum of 15 years of service and at least 30 years of individual pension contributions), the SFR will proceed with the automatic allocation of retirement.
- Confirmation of the start of payments will be communicated directly to the citizen’s personal account in the Gosuslugi online service.
“The granting of old-age insurance pensions, including early ones, will be proactive, without the need for a request from the citizen. This is possible thanks to the Social Fund’s full access to the necessary information: length of service, number of social security contributions and number of children”, declared Anton Kotyakov, Minister of Labor, highlighting the progress in reducing bureaucracy.
This new format eliminates the need to present documents proving employment and professional experience, as long as this information is already duly registered in the SFR’s electronic systems. The Fund will obtain this data through the interinstitutional electronic interaction system.
However, it is crucial that citizens are aware: if a company did not send individual records to the old Pension Fund (PFR) in the 1990s or if the worker lost his work book, the automatic pension calculation could be done incorrectly. In these specific scenarios, it is strongly recommended to contact the fund directly to confirm and validate all professional history.
Who will benefit from automatic retirement
The new simplified procedure will apply to three main groups of citizens, as long as they do not have registered periods of work abroad:
- Individuals who have reached retirement age and meet the requirements to receive the old-age insurance pension.
- Mothers with a large number of children, who are entitled to early retirement due to raising three or more children.
- Parents of children with disabilities, a category that also guarantees the right to early retirement.
Is it possible to refuse the automatic granting of a pension?
Yes, Russian legislation guarantees citizens the right to opt out of the automatic allocation system. If, for any reason, a person prefers that their pension not be granted automatically, for example, if they plan to continue working and thus receive a higher amount in the future, they can formalize a request for non-participation with the SFR.
