The panorama of the electoral race just a hundred days before the first round of the general elections appears to be complex and still with many uncertainties in most of Brazil. Scheduled for October 4, the election will define governors and senators, and only in some states have the alliances and main names already been consolidated. Bahia, Mato Grosso do Sul, Rio Grande do Sul and Santa Catarina are among the few federative units with clearer scenarios to date.

The proximity of the first round, which will take place in just over three months, intensifies political movements and party articulations. The current phase is pre-candidacy announcements, which serve as an initial thermometer of the political forces in the field. However, the real test of these configurations will take place at party conventions, a decisive period that runs from July 20th to August 5th, where the tickets will be officially approved. This step is crucial, as many candidacies are redefined based on internal research, coalition agreements and last-minute strategies, directly impacting the final configuration of the polls.

One of the states that exemplifies the unstable dynamics is São Paulo. The decision by Paulo Serra (PSDB) and Kim Kataguiri (Missão) not to continue with their pre-candidacies reshaped the dispute. Experts suggest that the state could witness an unprecedented clash, with the possibility of being resolved in the first round, an unusual scenario for São Paulo. Among the parties with significant representation in the Chamber of Deputies, only Tarcísio de Freitas (Republicans) and Fernando Haddad (PT) had their names confirmed as pre-candidates for governor of São Paulo.

Several states are still seeking clarity in their government and senatorial slates. Alagoas, Minas Gerais, Amazonas and Espírito Santo are among those where the pre-candidates for government have not yet been fully defined. In Ceará and Paraná, uncertainty hovers over the names that will run for the Senate. In Acre, Roraima, Sergipe and the Federal District, the central issue involves the eligibility of some politicians, who face legal challenges that could impact their participation in the election. To compose the list of possible candidates in states and the Federal District, the Mix Vale portal exclusively considered those who made public announcements of their pre-candidacies. This panorama, however, is volatile and subject to significant changes, especially as party conventions approach.

Open applications: states still awaiting definition of candidates

Despite the advancement of the electoral calendar, uncertainty persists in several federative units, characterizing a period of intense negotiation and caution on the part of the parties. In Alagoas, for example, one of the strongest names, João Henrique Caldas (PSDB), known as JHC, left Maceió city hall, signaling his intention to run for a higher position, but has not yet publicly confirmed his candidacy for state government. The expectation of confirmation from figures like JHC is capable of reconfiguring alliances and strategies of other political groups in the region.

In the context of Minas Gerais, the situation is similar with Cleitinho (Republicans), a figure with significant recall, but who maintains suspense over his effective pre-candidacy. This type of uncertainty reflects the complexity of pre-election coordination, where the wait for voting intention surveys and slate composition agreements are decisive. In Piauí, although Mainha (Podemos), Lúcia Santos (PSDB) and Jesus Rodrigues (Cidadania) have already launched their pre-candidacies, there is a strong sign that these names could merge into a single ticket, depending on the direction of future opinion polls. Joining forces can be crucial to maximize the chances of victory in a scenario of vote dispersion.

The situation in Mato Grosso also illustrates this transition phase. Jayme Campos (União) expressed interest in running for government, but official confirmation of her candidacy by the party is still awaited. Party deliberation is a fundamental step that can consolidate or dismantle initial plans. In Amazonas, uncertainty manifests itself in the government camp. Led by former governor Wilson Lima (União Brasil), who is already a pre-candidate for the Senate, the group has not confirmed whether the current governor, Roberto Cidade (União Brasil), will seek re-election. The absence of a clear definition on the part of the party in power creates a vacuum of expectations and opens up space for maneuvers by other parties.

The Holy Spirit also lives a moment of waiting. Ricardo Ferraço is the only officially declared candidate for government to date. Other politicians expressed their intention to run, but did not formalize their candidacies. The same scenario of uncertainty is observed in the dispute for the Senate, where only Renato Casagrande (PSB) had his name confirmed. In Ceará, the biggest uncertainty is regarding the names for the Senate, both on the current and opposition tickets, indicating that behind-the-scenes negotiations are in full swing. In Maranhão, federal deputy and former governor Roseana Sarney (MDB) has stood out in research, but has not yet made her pre-candidacy official, maintaining an element of surprise on the electoral board.

Legal challenges: Politicians face uncertainty over eligibility

A critical factor that adds a layer of complexity and uncertainty to the electoral scenario is the legal instability surrounding the eligibility of some pre-candidates. In the Federal District, for example, one of the main doubts concerns the possibility of former governor José Roberto Arruda (PSD) running for government. He faces questions related to the Clean Record Law, which could prevent his participation. Cases like Arruda highlight the importance of judicial decisions in the electoral process, capable of drastically altering the landscape of disputes.

A similar situation occurs in Sergipe with the pre-candidacy of Valmir de Francisquinho (Republicans). He had been convicted of administrative misconduct while serving as mayor of Itabaiana, resulting in the loss of his political rights in 2024. However, in January 2026, Francisquinho obtained an injunction from the Superior Court of Justice (STJ) that suspended the conviction. This suspension, although temporary, allows for his political movement, but the scenario is still uncertain and could change at any time until the elections, depending on future court decisions. This dance between convictions and appeals is a constant in each electoral cycle and keeps voters in suspense.

In Roraima, legal stability is also a challenge for Denarium (Republicans), pre-candidate for the Senate. He was declared ineligible for a period of eight years in April, a decision that, although subject to appeal, creates uncertainty about his ability to effectively participate in the election. The need to appeal to higher authorities demonstrates the fragility of some candidacies in the face of the rigors of electoral legislation. In Acre, former governor Gladson Camelí (PP), who is seeking a seat in the Senate, is also in the process of appealing against a conviction imposed by the STJ in May. These open legal situations highlight the importance of closely monitoring the development of processes in the Electoral Court, which can have a decisive impact on the final composition of the slates and, consequently, on the results of the polls. The Clean Record Law, in particular, continues to be a fundamental instrument in purifying the political scenario, but its application and associated resources generate an environment of constant surveillance.
