Brazil has significantly intensified its diplomatic efforts to forge strategic alliances with European nations, primarily focused on the exploration, extraction, and advanced processing of critical minerals and rare earth elements, which are universally recognized as indispensable components for the global transition towards sustainable energy and high-technology industries. This proactive stance, articulated by Brazilian Ambassador to Germany, Rodrigo Baena Soares, emphasizes the South American giant’s ambition to transform from a raw material exporter into a pivotal player within the sophisticated global supply chain for these strategic resources, underpinning a vision of enhanced economic value and technological self-sufficiency.

Ambassador Baena Soares unveiled Brazil’s intentions during a recent press conference held in Hannover, northern Germany, as part of the preparatory events for the Hannover Messe, the world’s largest industrial technology fair. The high-profile event, scheduled for late April, serves as a crucial platform for bilateral and multilateral discussions.

Brazilian officials are actively seeking not just investment, but also a robust transfer of advanced European technology, particularly from Germany. This is seen as essential for Brazil to develop a leading role in the entire production chain of critical minerals, avoiding a mere traditional export model.

Strategic Economic Integration

Brazilian diplomacy explicitly aims to transcend the conventional paradigm of solely exporting raw minerals. The objective is to ensure that Brazil participates more deeply in the value-added segments of the critical minerals supply chain, thereby fostering greater economic benefits and industrial development within the country. This includes establishing local processing facilities and incorporating Brazilian companies into sophisticated production networks.

A central pillar of this strategy involves securing substantial technology transfer from European partners. Baena Soares underscored the importance of this exchange, stating that such collaboration would empower Brazil to not only extract but also refine and integrate these vital elements into finished products, bolstering national technological capabilities and reducing reliance on external processing.

Brazil’s Untapped Mineral Riches

Brazil possesses immense, yet largely underexplored, reserves of various strategic elements, positioning the nation as a potential powerhouse in the global critical minerals market. The country holds particularly significant deposits of rare earth elements, alongside other vital minerals. Recognizing this vast potential, Brazilian authorities are actively engaged in discussions with their German counterparts, focusing on leveraging European technological expertise, especially from Germany, to enhance local extraction, refining, and processing capacities. This strategic collaboration is designed to unlock Brazil’s natural wealth and integrate it more effectively into global industrial demands.

Global Demand and Key Elements

Critical minerals are at the forefront of international geopolitical and economic interest, serving as foundational components for numerous strategic industries.

These essential elements drive advancements in sectors such as renewable energy transition, cutting-edge technology development, and national defense capabilities.

The category includes vital resources like lithium, cobalt, nickel, graphite, copper, manganese, niobium, and the 17 distinct elements collectively known as rare earths.

Their applications span from enhancing the efficiency of wind turbines and electric motors to enabling advanced aerospace components such as satellites, rockets, and missile systems.

Unveiling National Reserves

According to the Brazilian Geological Survey, which operates under the Ministry of Mines and Energy, Brazil stands as a global leader in several critical mineral reserves, highlighting its substantial contribution to worldwide supply.

Key Mineral Profiles and Challenges

Brazil holds an overwhelming 94% of the world’s niobium reserves, making it the largest global custodian of this crucial element. It also ranks as the second-largest holder of graphite reserves, accounting for 26% globally, and possesses the third-largest nickel reserves at 12%.

In the context of rare earths, Brazil controls a significant 23% of the world’s total reserves, underscoring its strategic importance for industries dependent on these specialized elements.

Despite these impressive reserves and growing global demand, a recent study from the Institute of Applied Economic Research indicates that Brazil’s production of many strategic minerals is paradoxically moving in a direction contrary to the general upward trend, signaling a need for intensified development and exploration.

Hannover Messe 2025: A Platform for Innovation

The Hannover Messe, scheduled for April 28 to May 2, 2025, will prominently feature Brazil as its official partner country, presenting an unparalleled opportunity for approximately 140 Brazilian exhibitors.

This significant role allows Brazilian companies to showcase their latest industrial technologies and innovations directly to European markets and a global audience, with a dedicated side event planned to highlight Brazil’s immense potential in critical minerals.

Strengthening Mercosur-EU Free Trade

The timing of this international trade fair aligns with continued efforts to finalize and implement the free trade agreement between Mercosur and the European Union, an accord designed to deepen economic ties across the Atlantic.

Brazilian officials view this ongoing process and the engagement at Hannover Messe as a powerful affirmation of multilateralism’s enduring presence and effectiveness in addressing contemporary global challenges.

Bilateral Ties and Investment Landscape

Ambassador Baena Soares highlighted the profound economic and political complementarities between Brazil and Germany, emphasizing Brazil’s stable regulatory environment, secure investment climate, a predominantly clean energy matrix, highly competitive operational costs, and robust industrial and engineering capabilities. This fertile ground for collaboration is further underscored by Germany’s position as one of Brazil’s top ten foreign investors, with an estimated €40 billion in direct investment stock and over 1,000 German companies operating within Brazil, fostering a deeply integrated economic relationship. Current trade volume between Brazil and Germany reached approximately $20.9 billion in 2025, with Brazil exporting $6.5 billion and importing $14.4 billion from Germany, positioning Germany as Brazil’s third-largest import source and eleventh-largest export destination.
