The São Paulo Civil Police arrested, this Wednesday (11), a 32-year-old man accused of raping a 17-year-old teenager near the Tatuapé Metro station, in the east zone of the capital. The crime occurred on May 12, and the arrest took place almost a month after the incident, according to information from the São Paulo Public Security Secretariat (SSP). The identification of the suspect was possible thanks to monitoring by security cameras in the region.

Sequence of facts reveals the aggressor’s modus operandi

The investigations detail the individual’s mode of operation, who allegedly selected the victim after observing him at the bus terminal.

  • The suspect arrived at the terminal at around 8:28 pm on May 12, remaining there for around 30 minutes looking for a potential victim.
  • At 8:51 pm, he directed his attention to a teenager who was approaching the subway entrance. The young woman was lost and asked for directions.
  • The man offered to help her, but took her to a dead-end street, where he committed the rape.
  • Minutes after the attack, security cameras recorded the suspect alone, running and wearing a red coat.

In-depth investigation and criminal history of the detainee

The case remains under investigation in the 30th Police District (Tatuapé), where authorities are seeking to determine whether the detainee committed other abuses in the region. Furthermore, it was revealed that the suspect has a history of sexual abuse. In 2011, at the age of 17, he allegedly raped a 46-year-old woman, highlighting a worrying pattern in his criminal history. The prisoner’s defense was not located, as his name was not publicly disclosed.

Legislative impact on the protection of victims of sexual violence

The arrest of the suspect in Tatuapé brings to the fore the discussion about protection and care for victims of sexual violence, especially children and adolescents. Recently, there have been debates about the impact of legislative decisions, such as the processing of Legislative Decree Project (PDL) 003/2025, which sought to suspend Resolution 258/2024 of the National Council for the Rights of Children and Adolescents (CONANDA). This resolution established essential guidelines for humanized care, including priority access to prophylaxis against HIV and other Sexually Transmitted Infections (STIs) within 72 hours of violence. The possible revocation of such protocols could make it difficult to welcome and prevent serious physical and emotional consequences for victims, making the recovery process even more complex and challenging.

Reporting channels and the importance of social collaboration

The Public Security Secretariat reinforces the importance of reporting cases of violence against children and adolescents. Several channels are available to the population:

  • Dial 100:For anonymous reports.
  • Military Police (190):In situations of flagrant or imminent danger.
  • Police station:For formal registration of the incident report.
  • Guardianship Council:Present in all municipalities, for monitoring and protection.
  • Children and Youth Prosecutor’s Office:Located in the city Forums.

It is essential that society understands that failure to provide assistance is a crime, provided for in the Penal Code. The Henry Borel Law also establishes punishments for those who fail to act, and public officials who fail to perform their duties may be liable for malfeasance.
