Rio de Janeiro’s Civil Police (PCERJ) launched another decisive phase of Operation Rastreio this Monday, March 16, 2026, intensifying efforts against a sophisticated criminal network specializing in bank fraud. The elaborate scheme exploits stolen and fraudulently accessed cell phones to illicitly transfer funds from victims’ accounts. Widespread search and seizure warrants are being executed across numerous Rio neighborhoods and municipalities, marking a significant escalation in the ongoing investigation.

This latest offensive is a critical component of the broader Operation Rastreio, the state’s most comprehensive initiative designed to dismantle the entire criminal chain involved in cellular phone theft and illicit reception. The concerted efforts aim to deepen investigations, gather new evidence, and identify all potential members of the fraudulent organization that has plagued the region.

Law enforcement actions are targeting locations spanning the Centro district, including the neighborhoods of Oswaldo Cruz, Penha, Cachambi, Maria da Graça, Engenho Novo, Ramos, Brás de Pina, and Vila Valqueire. Additionally, warrants are being fulfilled in the municipalities of São João de Meriti and Belford Roxo, underscoring the widespread nature of the criminal enterprise.

Unraveling the sophisticated scheme

The intricate criminal operation came into sharper focus following an earlier police action in May 2025. At that time, the Delegacia de Repressão aos Crimes contra a Propriedade Imaterial (DRCPIM) successfully dismantled a ring of phone robbers and receivers, leading to the arrest of 16 individuals and the seizure and forensic examination of over 200 devices.

During subsequent intelligence work and extensive data extraction, investigators unearthed a crucial link: the continuous theft of these mobile phones was directly feeding a highly organized and sophisticated bank fraud scheme. This pivotal discovery prompted the instigation of a dedicated investigation into the group’s operations.

The investigation revealed that the suspects systematically acquired stolen and pilfered cell phones to fuel their illicit financial activities. This criminal group operated with a clear division of labor and a meticulously structured modus operandi, demonstrating a high level of coordination and expertise in digital and financial manipulation.

Operational reach across Rio’s landscape

The current phase of Operation Rastreio highlights the pervasive nature of the fraud ring, with simultaneous raids occurring across a broad geographical area within the Rio de Janeiro metropolitan region. This extensive reach indicates a deeply entrenched network that has established footholds in diverse communities, facilitating their criminal activities.

The targeted areas, from the bustling Centro to residential neighborhoods and outlying municipalities, suggest that the network leverages a wide range of urban and suburban environments for its operations, including both the acquisition of illicit goods and the execution of financial crimes. The comprehensive nature of these raids is designed to disrupt the network at multiple points simultaneously.

The anatomy of the fraud network

Criminals initially sourced the illicit devices, typically stolen or snatched cell phones, from the informal Mercado Popular da Uruguaiana in downtown Rio. After illegally receiving these phones, they would then violate the devices’ security protocols to gain unauthorized access to victims’ financial applications. Their ultimate goal was to perform illicit transfers of money into bank accounts opened under fraudulent pretenses.

Further investigation showed these illicit bank accounts were often established using falsified documents or opened in the names of socially vulnerable individuals, who were specifically recruited to act as “mules” or “straw persons” within the elaborate scheme. This tactic aimed to create layers of deniability and obfuscate the true beneficiaries of the fraud.

Once the money was transferred, the suspects promptly withdrew the funds, converting them into physical cash. This conversion from digital to paper currency was a deliberate strategy to complicate the financial tracking process, making it significantly harder for law enforcement agencies to trace the flow of illicit money and identify the final recipients.

Previous successes and the broader mission

Operation Rastreio, established as the state’s most ambitious initiative against mobile phone crime, has already yielded substantial results since its inception. The ongoing mission has been instrumental in the recovery of over 13,300 cell phones, a significant portion of which, approximately 6,000 devices, have been successfully returned to their rightful owners.

These efforts have also led to the apprehension of more than 850 individuals to date. The arrests include a wide spectrum of offenders, from those directly involved in the theft and robbery of phones to the complex network of receivers who facilitate the entry of these devices into the larger criminal economy.

The long-term objective of Operation Rastreio extends beyond mere arrests and recoveries; it aims to systematically dismantle the entire ecosystem that supports mobile phone-related crime and subsequent financial fraud. By targeting every link in the chain, from street-level theft to sophisticated digital money laundering, authorities seek to fundamentally alter the risk landscape for these criminal enterprises.

Impact and ongoing efforts

The continued success of Operation Rastreio underscores the PCERJ’s unwavering commitment to combating digital crime, which has evolved rapidly in complexity and scale. These operations send a clear message to criminal organizations that law enforcement is adapting its strategies to meet the challenges posed by technologically advanced fraud schemes.

The scale of the operation and the number of arrests demonstrate the significant impact that coordinated law enforcement efforts can have on large-scale criminal networks. The continuous pressure applied through operations like Rastreio is vital for protecting citizens from financial exploitation and restoring confidence in digital banking security.

Targeting the vulnerable and illicit markets

The criminal enterprise systematically exploited not only technological vulnerabilities but also societal ones, by recruiting vulnerable individuals to serve as “laranjas.” This predatory aspect of their operation highlights the ethical bankruptcy of the network, preying on those in desperate circumstances to further their illicit gains.

The reliance on the Mercado Popular da Uruguaiana for acquiring stolen phones illustrates how established informal markets can inadvertently or deliberately fuel larger criminal enterprises. Disrupting these supply chains is a critical component of dismantling the overall fraud infrastructure.
